I'm pretty sure that all of us at Havoc Inc. and our beloved alliance Blood Blind are have sec status lower than -9.0. And I can assure you everyone there has the yarrro running through their veins.
In fact I remember being told when I first started in Havoc that unless I had outlaw status I couldn't go on ops as I would never be primaried as a 'yellow'  
If you miss out on a kill because you didn't want the sec status hit, you are not a pirate.
Pirating in 0.0 is easy compared to lowsec. Not only do you not have sentry guns to deal with, you also have the rich ratting grounds to fund your yarro 0.0. Not only are the bounties much bigger, you get officer spawns and the safety of alliance systems with multiple permanant scouts. Bah, childsplay.

Hmm yes I was going to mention what about the people who pirate in 0.0. It does seem pretty easy if you avoid blobd, and just watch the pipes to kill/ransom people transporting and look for soft targets. And I have noticed a LOT of these alliances have lots of "younger" indy type players so the picking are ripe...

As for -10; Attempting to get to true -10 is a hefty acheivement. I myself am on the long crusade to the holy land. Currently -9.999999999999, only another 2000 pod kills to go :(
-10 is fun, but pirating is a lifestyle.

IMO the defining pedigree in Eve for being a pirate is having extremely low (-9.0 or less) sec status.
Anything else and you're just a hooligan or petty brigand.
There was a time when we (EARN) were all -8 and below. We ran out of targets, so we ground up sec, launched a few wars, got targets again. That and we take contract work now and then that involves POS removal. We used to say screw it and take the sec hit while sieging, but a number of contracts in the pipe were highsec POS kills.
But yeah, I'd say hooligan easily applies to us. Were pirates, then the pipe ran dry.

Sec status means nothing with regards to being a "pirate".
Sitting on a gate all day smartbombing haulers, nubships and rookie players isn't piracy. In fundemental terms it's the same as spawn camping in an FPS, catching people on the load in.
Being -10 doesn't mean you're a pirate. It means you're an outlaw. The two things in themselves are very different.

In turn, then taking the items from the smartbombing and selling the items for personal gain at the expense of others would be piracy :)

Personally I need the -5 -> -10 sec status to feel like a pirate. If the wanted sign goes I also feel a bit.. meh..
My alt is not outlaw nor is he wanted and I don't feel like a pirate operating him. More like bait, scout, annoying dude wanting a fight. The day I make him outlaw I think he will get the same love when I'm flying him as coochie does. 
Well thats my own personal experience.
