How to determine if your corp/alliance is indeed a pirate corp: find out how many characters are in said corp/alliance. Examine their security status and determine how many of those characters are -10 (for this exercise -9.9999 will suffice).
If less than 75% of your corp/alliance members are -10, YOU ARE NOT IN A PIRATE CORP FFS.

I dont think THAT many people are actually -9.999. Why? Rats on gates.
If you take out a gang with ceptors and the like, your ceptors will get screwed over if you sit at a gate. So you kill those rats, thus increasing your sec status by a bit.
So getting to -9.999 is hard. I think im like -9.96 or so. So by your definition, im not a pirate.
Also, i think it was said at FanFest, that only 6 pilots was truely -10. So for your index to work, you should rather set the bar at -8(Maybe 9, as 9 isnt THAT hard to get to) or so.

I say it should be anyhting less than -9, because as other have said...rats on gates etc, hell we even have to pop mission rats from time to time to keep our ransomee alive

Ok, I wasn't that clear. My intent wasn't to say that you have to be -10 to be a real pirate, just have reasonably low sec status. Heck, let's call it -9.0 or less.
I just think that it's absurd to consider any corp with the majority of their players having higher sec status than -9 or so 'pirates'.

Doesn't say anything about sec status in the dictionary.
Here is the wikipedia definition of piracy:

But isnt it more appropiate to call it an outlaw corp then? You can easily have a -9 standing across all in the corp. But isnt the term pirate used to describe people who ransom their victims? You can have a +2 standing, and ransom people, too!
The general outline of what your saying i think is good. Its just the wording really. Yet, you cant really judge people from the average sec status.
You need hauler alts aswell.

If the man (op) wants to have only people/corps with avg sec of -9 or less post here then so be it and at least respect the man's post instead of starting a 2 page tirade on what a 1000 people think the definition of piracy is.

Anyways. I would say that the defining pedigree in EVE for being a pirate is that you commit piracy, and piracy would be attacking someone for personal gain, or like I quoted:

There can be several reasons for someone to have a low sec status. Some people attack their enemies everywhere they can. I know of several Foundation members who had extremely low sec status.
As to your guess: My corps main intention is low sec piracy, but we are considering doing some empire wars, some 0.0 raiding, some other things. I got a alt that I am training towards HACs now (he is a couple of months older than my current main :P), who I will use in high-sec wars/hauling etc. * Reavers are recruiting

Well "piracy" does not mean you have to be -10 or negative at all. There are all kinds of "piracy" you can use the wardec system to complete acts of piracy without losing sec.
But i get what the OP'er is saying, it's all about the outlaw status.

On the other hand, I could point towards a nice selection of all out flashy mofos, whose lives revolve around growing hemmhoroids at gates while popping everything that comes through. While that may constitute piracy to some, I see it as nothing more than doing a slightly more interesting lvl 4 mission...
As is the case with beauty, what constitutes piracy IS in the eye of the beholder.
Not that it rly matters...

My corp recruits quite a bit , mostly new players starting with 0 sec status , so it takes them a while to reach -10. As a result , less than half of the corp is below -9. Yet , all we do is pirate people (and farmbots) all day long.

And since ppl think we can decide what we are, I'm one of the better mission runners in eve, the fact that I did about 10 missions total in my eve life has nothing to do with it of course.

Wrong. Sec status give a strong indication of what you do. There is a difference between a 5.0 and a -10. If sec status didn't mean jack, how come outlaws can't access high security space?

A lot of interesting views on piracy in here. From my POV the pirate title is simply a RP idea, I ransom when I need money, I gate camp when my AO is dead/slow, I gank ppl that rat in low sec (noobs?), I fight other groups of like minded people. I prefer to have a low sec status because I believe it is the most difficult and enjoyable way to play Eve, everything requires a plan.
I just enjoy challenging pvp, which leads to why I only log in to change skills, being in a large gang to gank 1-2 ppl is not enjoyable or challenging yet that is all that is available to do.

I'm pretty sure that all of us at Havoc Inc. and our beloved alliance Blood Blind are have sec status lower than -9.0. And I can assure you everyone there has the yarrro running through their veins.
In fact I remember being told when I first started in Havoc that unless I had outlaw status I couldn't go on ops as I would never be primaried as a 'yellow'  
If you miss out on a kill because you didn't want the sec status hit, you are not a pirate.
Pirating in 0.0 is easy compared to lowsec. Not only do you not have sentry guns to deal with, you also have the rich ratting grounds to fund your yarro 0.0. Not only are the bounties much bigger, you get officer spawns and the safety of alliance systems with multiple permanant scouts. Bah, childsplay.

Hmm yes I was going to mention what about the people who pirate in 0.0. It does seem pretty easy if you avoid blobd, and just watch the pipes to kill/ransom people transporting and look for soft targets. And I have noticed a LOT of these alliances have lots of "younger" indy type players so the picking are ripe...

As for -10; Attempting to get to true -10 is a hefty acheivement. I myself am on the long crusade to the holy land. Currently -9.999999999999, only another 2000 pod kills to go :(

IMO the defining pedigree in Eve for being a pirate is having extremely low (-9.0 or less) sec status.
Anything else and you're just a hooligan or petty brigand.
There was a time when we (EARN) were all -8 and below. We ran out of targets, so we ground up sec, launched a few wars, got targets again. That and we take contract work now and then that involves POS removal. We used to say screw it and take the sec hit while sieging, but a number of contracts in the pipe were highsec POS kills.
But yeah, I'd say hooligan easily applies to us. Were pirates, then the pipe ran dry.

Personally I need the -5 -> -10 sec status to feel like a pirate. If the wanted sign goes I also feel a bit.. meh..
My alt is not outlaw nor is he wanted and I don't feel like a pirate operating him. More like bait, scout, annoying dude wanting a fight. The day I make him outlaw I think he will get the same love when I'm flying him as coochie does. 
Well thats my own personal experience.
