Minmatar and amarr carrier locks a target faster or about as fast as a black op ship fitted with cloak.
And the carrier is not fitting sensorbooster...

Anyway. I think I missplaced the Sin and the Panther.
Sin should have 81, Panther 103.
And I didnt say any specific black ops, I said faster or close to same lockingtime 
In general their lockintime is a joke.

1. Black Ops are logistics ships, not combat ships. Get the group to the needed system and hide in a corner until you pull out.
2. You don't HAVE to fit a cloak. Want faster lock times ditch it...

Redeemer has such abysmal cpu that you have to fill its medslots with sensor boosters, anyway.

Wow.
People actually using blackops. I figured they were just overpriced suckmobiles.
Actually, I assumed that was the case, and that they'd been horrifically prenerfed, and was going to wait and see what they _actually_ had in mind for them.
But I agree with the OP. It's insane to have ANY BS taking longer to lock than a carrier. Particularly when it's like the Widow, which is a bit like the Scorpion, in it's complete lack of robustness, but for the sake of bonus points, also costs an insane amount of isks when it breaks.
But TBH even if they buff the sensor thingy, I'm not convinced i'll be training up one any time soon.
