None of these are my ideas. They were posted in another thread today or yesterday, and I am collecting them here so they don't get washed out in the usual spume of bile and tears.
Right now lowsec is crap because piracy has a different risk/reward ratio than mining.
1. Pirates cannot operate gates leading to systems that exceed their own standing - e.g. a -1 pirate cannot enter 1.0 security, -4 pirates cannot enter 0.7 or higher, -10 pirates can't operate empire gates at all. Exception: Pirates with low standing can always operate a gate that leads to a less secure system than the one they're in (so they can still play).
2. -10 empire standings gradually decay to some fixed level (say -2) within a span of eighty days or so.
3. CONCORD issues bounties on PCs with negative security up to, but not exceeding, the price of their clone contract.
4. Dramatically better roids in lowsec, ideally the kind of stuff currently seen in systems with true sec between -0.1 and -0.4.
5. Belts in systems with sec higher than 0.6 refresh for less, and on longer / more unpredictable intervals. We would expect to see the core systems completely stripped of minerals most of the time.
Buff risks, nerf rewards, etc. etc.

To be honest, after getting blown up a couple of times, even after trying to be caution and looking around first in a shuttle and using the map, nothing (short of sweeping out the player pirates) will ever get me into low sec again. |

Sadly, the suggestions I've found don't do this quite effectively enough. Pirates could escape to 0.0 with no opportunity for return - until they get podded. The game currently has exactly one mechanism for relocating a player's clone contract. Even the described changes wouldn't stop them from being able to access the same system repeatedly, as long as they were willing to die once per attempt.

Doing stuff "better" in lowsec will only create more deflation. If CCP wanna do something they should nerf high sec minerals instead.

As pirates claim themselves, they are the 'risk' in 'risk/reward'. Now what do they risk? Are they in any danger from miners/haulers/mission runners? Nope..So what do they risk to be a pirate? Low sec status...yeah like that hurts.
There is a solution, and one that is more along the lines of what pirates really are. If you choose to be a pirate(say anything -.5 and under), you can not dock at stations in lowsec..(ok maybe 1 or two, which will create pirate hubs, which isnt a bad thing for them or for anyone else). Them not being able to hide when some real pvp'ers come hunting them, will make them have thier own risks for pirating. In the end it will probably make the population of pirates drop significantly, but that's a good thing for lowsec. As there are less pirates, lowsec becomes more safer, more safer = more people go there.
I think it could work, as being a pirate you shouldnt be able to gank when you want then run and hide when the anti-pirates come calling.
Now they will scream..but then pvp'ers will gank us...Well you chose to enter low sec...the same crap you spew to the carebears in lowsec, is now on you too as well. You entered lowsec on your own free will, you chose to prey upon the helpless, why should you get a free 'run and hide' card when the miners/haulers didnt?
Then it's even all around. Miners/Haulers/Missioners have thier risk/reward in lowsec, and no so do the Pirates. Sounds fair to me.

Not that there's much there to nerf, but yes. Carrot and stick isn't quite enough, you need the whip on the other end too. I think the basic idea is to allow a degree of piracy (low SP alts, etc) without collecting a million bored pirates who also never start shooting at each other for some reason.

Edited by: Kahega Amielden on 18/03/2008 23:24:03 I mostly agree with the OP. There is a slight problem. Right now, lowsec is close to hisec in profit, and there's a huge gap between lowsec and 0.0.
Lowsec should be close to 0.0 in roids, possibly some better rats, etc...
The problem is not piracy. You can avoid getting YARRed fairly easily if you pay attention.

1. LOL. No way
2. No...
3. Meh.
4. Been suggested. TBH I agree, there's just as much risk, if not more, of mining in low sec than in deep 0.0.

How I see pirates adapting to your idea: they'll live at a POS, and other than that they'll be in recons/black ops ships/watever else that cloaks and simply cloak when megablobs of carebear 'antipirates' show up to kill them. Sure you can siege their POSes, but pirates have plenty of cap ships too.
Nine times out of ten pirates *want* to fight. All that will do is give them more chances to kill your cap ships. And we all know that's what carebears really want, their cap ships being blown up.

IO've said it before.
Make 0.3 and above save empire space. Keep the agents the way they are. Gives the most players of EVE (care bears and solo players) able to move out to the new open spaces.
Make 0.2 to 0.0 open warfare for all.
This helps spread high sec players out and gives the pirates what they want, more tragets. I mean pirates that like to shoot people shoule enjoy fighting each other, not some dumb NOOB.

I think you shouldn't be allowed to dock and/or log off if you were involved in PvP (aggressively) in the last 15 minutes. There's a PvP aggression counter and a PvE one. I'm sick of getting attacked by some idiot, then as soon as I fight back and they realize I can kick their ass, they go off and hide in a station until the counter goes down (in high sec...can happen in low sec, too, but not as often because I usually just attempt at getting away, first :P).

I agree 100%. But let's be honest here: the latter class of players are the carebears and antipirates. Nobody shows up to fight my little bunch of 3-5 guys with another 3-5 guys. People show up with 12-30+ people. Every time.

Edited by: Arthur Frayn on 19/03/2008 00:01:04 I think 0.1-0.4 should have concord presence, but no customs agents, etc at the gates - just gate guns.
All pirates should be allowed on 0.1-0.4, but attacking anyone with a high enough sec status authorising them to be there results in concordokken.
The flipside of this idea is that you should be able to attack with impunity, anyone whose sec status is low enough that they are marked as KOS. I think concord should not come to your aid if they fight back, however.
Normally I don't worry about losec or pirates, but I certainly don't go there because their presence is so pervasive.
I'd like to see pirates on the run for a change with the odds stacked against them. Since the likes of Goonswarm are happy to go after highsec carebears, I don't see how this would ruin much.

I do avoid them. I don't expect my idea to be taken seriously, it's just an ideal solution to me.
Right now, lowsec = nullsec, and sec status means tiddly-tw@t. Making it the opposite would be awesome. Pirates would actually have to be sneaky, y'know... like real pirates were.
In reality, pirates of the 17th and 18th centuries were hunted mercilessly by both the military and any private citizens rich enough to own a ship to pursue them with and the skill to do it. Privateers and pirate hunters were often ex-military or ex-pirate themselves.
Pirates had their moments of glory, but in the end they were forced out of business by the European powers whose terrorized citizens pressured them into taking action.
So it should be with Eve.

I don't agree with 1. idea. Theres already to many penalties to being a pirate, adding that is just ********.
- Remove all good ore from high-sec. Only veldspare should be in empire. - Put Bistot/Arkanor in low sec along with the rest of the ore. - Only Mex should be in low sec, or mex/bistot. - Put battleship npcs in low sec. - Move all lvl 4 agent missions to low sec - Make all profitable trad runs be avialable only in low sec
or
- Put 20 thousand fukin sentries on each gate in low sec. ------------- Jita is mine.

I wouldn't put bist/ark in lowsec..0.0 should have better rewards than lowsec. However, certainly better ore than what there is now.
Lower-end BS NPCs maybe for .1 and .2, maybe make the current .1 rats the new .3 rats and the current .2 rats the new .4 rats? Something like that.
I can't say move all level 4s to lowsec..I think the bonus from running missions in lowsec is already about what it should be (maybe make it slightly higher?)
Give level 5 missions more payout.

Edited by: Bronson Hughes on 19/03/2008 00:33:09 Making an area popular with people is all about profit. If there is money to be made, people will go there.
I personally think that the two most viable ideas here are:
1. Adjust the ratio of available ores. People have been mining in HiSec for years. Whole belts have been wiped out in Jita, Motsu, and other densely populated systems. Having the higher-end HiSec ores just stop respawning in HiSec but not in LoSec would certainly entice some people to move out.
2. Since the mining is now better, NPC pirates would likely move in to try to get their cut. As a result, LoSec would be populated with some bigger ship spawns to help stake their claim.
Neither of these changes touches 0.0. The 'roids spawning in LoSec would stay the same. The only changes would be to certain HiSec 'roids and LoSec NPC spawns.
EDIT: CONCORD, gate guns, etc., anything to do with aggression/punishment mechanics should stay the same IMHO. CONCORD offering bounties on people with low enough security status is an interesting thought however.... -------------------- "I am hard pressed on my right; my centre is giving way; situation excellent; I am attacking." - Ferdinand Foch at the Battle of the Marne |

The average high-sec dwelling "carebear" simply doesn't have the knowledge and ability to survive in low-sec, and is simply unable to deal with the risk and the loss that comes from living there. And the people that do have those things have little reason to be in low-sec when they can just go to 0.0.
You can't lure the high-sec only people into low-sec with better rewards. And turning low-sec into high-sec with more security is not the answer.
Things won't get lively in low-sec unless the 0.0 alliances step in and start operating there.

Really nicely put, and it begs the question of what is the point of lowsec now.
Maybe it might be better to get rid of lowsec and simply have highsec and 0.0

Edited by: Merin Ryskin on 19/03/2008 02:30:13 Two words: hauler alts. Removing pirate access to empire systems does nothing, unless you include pods as well. But that's just an utterly stupid idea, restricting pirates to a couple systems in an isolated low-sec chain is a good way to earn yourself a lot of canceled subscriptions. The real solution to low-sec:
1) Move ALL level 3 and 4 missions to low-sec/0.0. Zero-risk high-reward mission farming should not be possible.
2) Remove all but the most basic ore from high-sec. Mining in empire should be reserved for low-skill newbies, not for actual profitable operations.
3) Improve low-sec ore and rats. Right now, they're just a joke. The ore is no better than empire, and the rats are so pitiful they aren't even worth killing.
4) Improve the efficiency and/or production speed of low-sec research/manufacturing. This will reward players who are willing to take the risk of operating low-sec industry by allowing them to easily dominate their low-risk competition in empire.
5) Add faction NPC spawns around gates/stations. These are NOT CONCORD spawns, just normal killable rats, but rats that only attack low-security or criminally flagged players. Make the spawns start out low, but respond to losses and/or pirate activity with increasing firepower (and decrease when the pirates retreat). This would make gatecamping a bit more interesting, it wouldn't be very easy to constantly camp the same gate for hours at a time, but at the same time, pirates are able to kill them and reclaim their territory along with some nice loot.
6) Convert most/many of the high-security systems to low-sec. Say the major empires are anticipating the coming war (faction warfare, if it ever shows up) by focusing their defenses on critical systems and abandoning less-useful colonies. With this change, the crowding problem is removed, and you have something more like 0.0: unlike the small low-sec chains with huge pirate populations, you'd actually have a chance to find a quiet system and set up your mining op.

Doing this will lose CCP a hell of a lot more subscriptions than the pirates restricted to that isolated lowsec chain.

Pointless. People will just build at the slower rate in highsec because it's secure.

What you'd have is even more pirates dominating space. I hate to say it, but CCP would not make any money without carebears, and the pirate population would simply explode to fill the gap. You'd have Pirates Online.
Of course Eve also needs pirates and pvpers to remain afloat. But forcing players to adopt a playstyle they do not want to adopt will drive them out and leave CCP with no money to expand and improve Eve.
