For example: A Malkuth Launcher uses 3/4 the CPU of a normal Tech I launcher, and does a little more capacity/higher RoF. An Arbalest is the best in terms of capacity/RoF, but uses only a few less points of CPU than a normal item. The point: Low level named loot is easier to fit, while high level cause more damage.
