In fact even if some of these threads are by are genuinely innocent people, that in a way is still a good sign. The more aggressive a process it is, the more false positives are generated. To achieve a 0% false positive rate usually implies that a very large proportion of false negatives are being generated. If CCP are now willing to risk a percent or two of false positives, we may infer that they are also catching many more guilty players. It does suck for innocents who get accused, but as said above, you can petition the penalty, and I haven't heard of any innocent people saying that even after they had been through the appeal process they didn't get the ISK back. CONCORD provide consequences, not safety; only you can do that.

If you trade the isk for 1 missile you could say "i was scammed" - is it illegal to be scammed ? Or you could say "that was a ransome for my ibis" - is it illegal to pay stupid ammounts of ransome ? If the guy was giving out ~8 bil every week for a while that's going to look pretty conspicuous, birthday or no.
