After talking to some bobbits, it turns out that P-L and Goons were both victims of social engineering/meta-gaming by BoB, as part of a way to get them to divert their attacks and attention elsewhere.
Apparently, BoB has some spies in Bruce. This led to these Bruce characters having convos on scrapheap and in-game which leaked intel making P-L and Goons want to attack the Bruces. This was all part of BoB's plan, to give the Bobbits some breathing room while they go after IAC and parts east.
I'm impressed at the level of meta-gaming by BoB on this one, it was awesome. They managed to get the coalition to turn in on itself, divert fighting away from them, and then make it so they could easily attack one of the larger non-involved parties (IAC).
BoB, my hat goes off to ya, you ended the great war and never had to actually take any space. You guys really do own this game. :)

i hope your spy network didnt found out how much Diana paid me to get in PL and put Sham out of command. PL is internal struggle and BOB can be grateful to me for that, since i accidentally came to some bbq and i thought (hoped?:P) Zajo is taking me somewhere else  , rest of story you know, they planned it, paid me well and PL is about to disband. After that i guess ill go for goons :)

Dirty Spy - Dang what a trick on the part of BOB , they got Goons & PL to stop protecting the SOV for all those Alliances that dropped out of the War that border BOB space.
Epic fail I guess for Goons & PL for not taking one for those Alliances no longer on the team.

According to Slinktress, bob is in control of goon leadership, and PL is controlled by the goons.
I did not initially believe this until now. One of my directors(mazz) was good friends with Darius Johnson back when he was in snigg, and it turns out that Darius was in fact a bob spy. Mazz's friendship with Darius caused her to become friendly towards bob as well once she discovered Darius's secret.
So last night, I found out that mazz has banned me from my own forums, and is now attempting to acquire all outstanding snigg shares in order to overthrow me.
Whatever happens, I will destroy mazz and darius for their backstabbing.

I can also confirm the statement as semi-accurate.
The truth as Shamis has finally been able to say out loud (after being banned from PL Forums by evil-dominator Mazz) is infact more complicated than OP implies.
Goons, which are now controlled by BoB -- ordered their pet Shamis to leave the belts of Delve behind to grow in size for the next mining op and forced us to combat BRUCE.
NESW was of course supportive of this action, given our directorate is made mostly out of The Nova's alts. Our PR machine Gneeznow is in fact an alt of Coranor, who has not yet achieved true power in the organization but forces PL troops to obey the leaderships whims through propaganda videos embeded with subliminal messages.
I have only now begun to uncovered the extend of the corrution in the organization. Given our latest pet-masters, OMNOR, have a mythical FC called "Noobjuice" who has yet to speak a word on TS due to "mic issues" leads me to believe he is in fact Sir Molle's alt. This latest infiltration of BoB leadership within in Pandemic Legion was the final nail in the fail-boat's cascade.
All that is left to do now is to turn off the lights and bust out the mining barges in Lower Debyl.
