It only has the Augoror Hull, but is mutch closer to a Maller from his Slots and Boni. I hope the Navy Augoror will be revisited with the next expansion. Fleet Stabber(HP plus a Vaga like Slotlayout), Navy Vexor(more DPS/Tank/Nano) and even the Navy Carcal(better for Nano) are far better for PVP. I highly doubt it. All current faction ships are built for battle as the primary role. Navy Augeror is a perfect example. <rampant speculation> I would guess that they will be setup like the other faction ships. I.e Tier 3.5 ish in layout and hitpoints. So a Navy Osprey will be much more like a boosted Moa than anything. </rampant speculation>
