In an effort to reduce the amount of character scams, GM workload and player frustration, the following changes are being made to the announcements concerning character sales or auctions for ISK. These changes are in addition to the general forum channel rules which still apply, and will be in effect until the completion of the secure character sale service currently being coded.
- The 'For Sale/Auction' post must be made by the character being offered. This is being added to prevent scams for characters that have been misrepresented, banned, non-existent, etc.
- You must disclose whether or not the character being sold has a negative balance in its wallet and the amount.
- The character who will be receiving the ISK after the sale of the character must be listed in the thread.
- The sell post must reflect the character correctly, posting that the character you're selling has more skillpoints or ISK than it actually has is a bannable offence.
- You may only bump threads ONCE Per day. Date is determined by the date on the forum, not the date where you live.
These changes are effective immediately. Existing announcements are exempt but edits made after the time of the announcement must follow the above rules. Posts made after this announcement will be edited with a link to this thread or deleted without notification. We apologize for the additional inconvenience.
Please post below with any rule change, new rule submission or resource you feel useful for fellow players or something you want to bring to our attention.

To confirm the effects of a negative isk character, they include:
* Inability to run agent missions with collateral. * Inability to trade. * Inability to use contracts. * Anything involving having to pay for the service is unavailable.
Clearly this is quite a restriction.

if you met the reserve price in an auction is the buy obligated to sell the character or can they still just decide that that isnt enough & end the auction?

Datacore01 goes to Lord Lycos, 2B reserve was met by his 2B offer. Sending email to you and ready to handle the transfer as soon as you reply (here and/or in eve-mail). Again, the isk should be sent to Geloman, as originaly stated.

No, the seller may choose to pull out of the transaction at any time.

Lol was thinkin the same thing when I first read this new rule. Its bound to happen in a few cases. If this happened would CCP help to recover the isk ?

This new rule that the character being sold must receive isk leads to more errors. That means that the char has to receive the isk then transfer that isk to another alt or char and then transfer the char. The old way where the char being sold posted who the isk went to and then that char confirmed worked pretty well. Why this change?

I'm looking to sell a character together with assets and a corporation with an anchored (high-sec) POS as an all-in-one package.
A) Are there any restrictions against doing this?
B) Does this (as a single package) fall under the "no scam" rules for character sales? (The answer I'm looking for here is 'yes'--it's to my benefit to have buyers confident in the purchase.)

AFAIK , this is just a character being sold with Assets and there does not violate EULA and hence the answer is YES

Well, the assets on the character yes, but this includes a corporation, a POS currently anchored and operational, with most BPOs currently running as jobs on said POS. I'd rather sell this all as one package deal and not piecemeal.

If its a one person corporation and POS and the BPOS and everything is owned by the corporation , it still counts just as assets.

You have to leave your corporation in order to conduct a character transfer, so the transfer of the corporation and its assets occurs separately, so are not technically the character's assets. I'd obviously have to transfer control of the corporation to an alt, remove the char being sold, transfer it, then have the new owner of the character rejoin the corporation and be made CEO again.

It does not say anywhere in the rules that you have to be in an NPC corp for transfering a character at least not that I noticed.

3. Why does my character have to be in an NPC corporation to be transferred? Being in a player corporation is a serious commitment. There is no way for CCP to verify that you are transferring your character with the consent of your fellow corporation members. To transfer such a character you need to first resign from your corporation, after the transfer the character can reapply for the corporation and the corpmates then have the option of evaluating if they choose to reaccept the character under the changed circumstances.

Although I too believe this will cause more headaches with forgetting to grab isk, but I believe the reason was to stop people from selling chars with negative wallets.

Wallet status (atleast was) one required information from character being sold. Anyone isnt obligated to buy negative wallet character 
If negative wallet is the reason for this change, rather disallow selling such characters than create another source for petitions that will cause headache for GM's.

Also it should be pointed out that the character should be removed from any corporation, and allow the 24 hour waiting period to expire BEFORE the person puts the character up for sale.

Also, you REALLY need to make this point 6 in your first post: Character being sold must be in an NPC corporation before transfer.

i like that new rules. That way when you transfer the money to the character you are buying you know that the cash balance won't be negatif. That way if the balance is negatif the seller is screwed cause when you will send the money the balance will turn green or the guy will never have isk for it.

Just a warning to you guys. Don't have new characters transferred to your main account! I bought a new char on this forum precisely adhering to the steps described in this thread. Less then a week later my account is permanently banned for a character ownership investigation. It's been over a day since I petitioned to get information on this ban and all got back is an email saying that I had a character transferred to my account. I mean, yeah, obviously. If there was a question of a hacked account or something you'd think they could mention that.
So now not only am I locked out of my new character, but I can't use the other characters on that account. I bet the shadow training nerf applies to this as well, too.

Would like to know if I would be allowed to sell / auction a whole account ie .. The log in details of alt account that has a noob retriever pilot and also a Pure Indy starter char with 11 lvl 5 skills inc learning and indy and science etc ?.
Obviously I will create a thread following the guidlines with the chars names being sold and which char the isk will eventually be transfered too.
Im not out to scam anyone far from it, its just the buyer would get 2 decent starter indy chars and once sale is done I will send them the log in details for the account and will input there email etc and once complete ill no longer be able access that account. Im struggling to pay for 2 accounts now.
If I do it through a proper forum post sale ccp can then make sure I honour the deal.
NO body else has the details for the account I want to sell so It would be 100% safe
its Just I thought because I cant afford 2 accounts nor can I afford the transfer of both chars.
So can a GM answer my question please

Well it's quite easy. If one has a negative wallet of 2bil and gets lets say 4bil transfered, the wallet raises to 2bils. So the owner can only transfer 2 bils instead of 4 to his ALT. The buyer then gets a char with 0.0 ISK and everything is fine. |

Um, what 24 hour period? The only 24 hour period I know of is the one you have to wait for after dropping all roles BEFORE you can leave your corp. Is this what you mean? |

Easy...you cannot sell a character from an inactive account, it says so in rules. If account is inactive you have to make active before you can sell "Its all for nothing, if you dont have your FREEDOM!!"

I'd also like to have this "rule" looked at as it makes no sense to me.
Here's why: I put the char (not this one) up for sale, starting a thread with all the appropriate info - Including "Myrkon receives the is". Then reach a deal with someone and start waiting on the isk. He posts "isk sent". I say great. I look on evemon, my isk balance doesn't change. Damn, gotta log on. I log on to Myrkon. No isk.
So I therefore start thinking "ok, this guy is trying to get me to blindly transfer the char after he posts isk transferer. This guy is a scammer."
I was not originaly aware of rule changes (and therefore posted with "Myrkon gets the isk") and the buyer pointed me to the rule change. Ok, my bad. But I don't get why this rule was put in place. It only adds to the confusion.
Somebody in a previous post stated that it was to prevent negative isk transfers. Why not simply put a check for negative isk in the whole character transfer process ?

What about if you had intended to keep a character, leave the player corp, but the following month decide to sell him. What then?
Or what about after char sale, someone who uses social engineering and says they didn't sell it after all, and would like back into the corp?

Or, the buyer sends the ISK to the character that is getting sold, you log in on that character, transfer the ISK to another of your characters (even if it is a 800k sp noob), and then you perform the character transfer.
Easy, no?

would it be acceptable to offer GTC's through secure for a character ??? as GTC's have an ISK value and someone was willing to accept there value?, how would this be done as its likely the account that's losing the char would not be the one wanting the GTC's

i don't understand why the toon being sold should recieve the isk, if it's being sold, when it's sold, does the toon not instantly transfer and you won't be able to acess it?

Buyer send isk to endaler (this character) -> endaler sends isk to alt -> I transfers endaler to the buyer. I think that is how it goes.
Edit: I have never done it, but i am almost sure it doesnt work the same as selling GTC's.

Is it safe to post your limited User ID/API Key with your sale thread? Is there anyway to pull your account info out of it, or get a user name and run a password puller for those techie thieves out there...
just wondering, if there is no cons to posting it, then why havent people been posting theirs on their sale threads? I think it would be nice to see where you can take a toon before you buy, instead of having people ask for it... seeing how much a toon has in its wallet doesn't mean a thing... the other info is quite valuable to potential buyers though.
So, is there any drawbacks? other than everyone and theyre mother knowing what im training even though ineve- shows it too?

I am going to guess that the account was bought and that would violate the EULA under which the game subscription is derived from. If you bought the toon for a friend or family member and then just gave them the account, for no money whatsoever... maybe that wouldn't violate the EULA, but I dont read those...
Did you know windows EULA used to give them rights to enter your home and access your computer? dunno if they still do, but thats what we get for not reading the fine print...

The quote below is from the page where you can generate your API key (http://myeve.eve-online.com/api/default.asp). Basically, the API key is in no way at all related to your username and password, and therefore it is not possible to derive username and password from it.

I have two accounts which have been inactive for a number of months. I have re-activated one account and wish to transfer a character from my inactive account to my active account.
I know rule #7 says you cannot sell a character from an in-active account but can I transfer one as no isk will be changing hands?

No, the seller may choose to pull out of the transaction at any time.

Look at most char sale threads; when an acceptable offer is in you will see both parties confirming they are going to do the trade, the buyer will confirm he has sent ISK, the seller confirms he has received it and will be transferring the character.
If the seller pulls out after receiving the ISK, the buyer now has proof on the forums that the seller took his money and ran. CCP will then proceed to use the appropriate level of violence on the seller.
At least, that's how it's supposed to go. In general, CCP will be able to find out what exactly happened, but you do need a thread on the forums in the char sale bazaar to back up your claims.

cos if someone sell a character he must have the isk payed for it in the end. just realy confuse kinda planning to sell one of my toons in other account so thats why i ask this to insure im doing all things according to the rules.

The character being sold receives the isk, it is up to the seller to then pass this onto another character and then transfer the character to the buyer. As this transaction is protected by us, there should be no concerns but if someone takes advantage of this or you do not receive a character under any circumstance where you have sent isk, please contact us using the category Rules & Policies and Exploits.

Yes there are no modifications made to the character when transferred. Anything and everything that is on the character gets transferred so before doing so please check for any unwanted EVE mails, market orders, bookmarks, assets, isk etc.

good point about the isk though, maybe the people buying the char trust you enough to pay you prior to you robbing the wallet (can this make it a negative wallet?)

None, players are entirely at liberty to do what they want with their characters. This includes purchasing a character then selling it immediately after or backing out of a deal at any stage.

whats the rules regardning sales of char..if the seller accept a trade for an ammount of isk and confirm it on the forums and then a other buyer 10 hours later bid a higher ammount...do the first bider have any rights to demand he sales for the first ammount accepted or at least demand to get a chance to make a rebid?

Again, the seller has the right to pull out of any deal at any time. If you've already transferred isk this may be returned to you if you file a petition under billing-character transfers.
In this case although you may believe this to be poor form on the seller's part, it is entirely within their rights. On the plus side you can use the experience next time you bid on a character and you have followed the procedure correctly in obtaining evidence.

so if i buy a char .. send the isk and he transfers.. keep in mind no rules are broken.. he transfers the char 2 my account... and his/hers assets are very valuable and alot of isk from the trade are still on the char transfered.. can i get banned if i dont give it back... isk included..

Given the current delay in processing petitions ... this means I can sell a char, collect the ISK from a dozen guys and then tell them I sold to a higher bidder "just now", keep their ISK until they manage to petition it and some GM found the time to process it?
Sounds to me like a very nice and easy way to get yourself a 20-30b loan for 3-4 days!? |

Hello, I would like to ask if rule number 3 can be put to red color. Green just doesn't reflect its importance. Also can Deckard Bishop's guide to buying and selling characters in EVE be changed to reflect some changes. Becouse its a bit confusing now. Lots of rules are changed. ------------- Don't drink and drive, logon to EVE and fly. |

I would like you to consider adding a new rule to character auctions.
payment for the character will be paid in full before character is transferred to new owner.
I have seen this happen to a seller where he transferred a character without full payment. Personally I would not transfer a character without full payment but some people do and then they file a petition with CCP and you guys will have to look in to it.

If a character is the founder, CEO, and only member of a player Corp, can the character be transfered with the corp by remaining as a member at the time of transfer?

I would like you to consider adding a new rule to character auctions.
When the alts gets "sold" have the seller change topic to sold. Makes it much easier to know what alts get sold.
