I invested somewhere in the region of 2.4 Billion Isk for a full set of snake implants - the effect of which may be reduced by 50% in a months' time. Should these changes go through, will CCP consider reimbursal upon removal of these implants?
Same goes for ships rigged with polycarbon engine housings.
I would really appreciate, but frankly do not expect, in the slightest, any kind of official response to this question.

Even though your getting a nerf to your stats your relative speed boost will still be about the same. Meaning that whatever you were outrunning before you can still outrun after the patch.

If I fly 10 times faster then the person trying to kill me, but he is doing 1 meter/sec and im doing 10 m/s - Im not going to outrun his tackle/damage modules which have remained the same.

Not really - rather then comparing the ship to ship speed ration - you should be considering the speed-weapon range - in that the weapon range remains the same.

Look at it this way. Before the implant nerf you get about 25~30km/s on your inty or even more in some cases. Afterwards you should still be well in the mid to upper 10's and with the hit to every other ship class you will enjoy the same relative percentage of speed over your targets as before. Net result is that the op will still get the overwhelming speed advantage he paid for.

thats just the cookie crumbling when you play the min/maxing game. happened to me in a bunch o games; was still fun using the items whilst they are uber tho.
