The basic idea is fine but some of the rules make it less attractive:
- Ship types, modules, technology restrictions - make it a point based system like in Alliance tournament, people want to watch COOL stuff blow up not shitty t1 frigates and cruisers with crappy fitting .....
Replacement of ships - where is the commitment? Eve is dark and evil place, ships don't pop up from somebody's ass. Each team should put their ISK on the line, let them have some backup ships (but limited number, lets say 2x more than team size) but don't make it a competition about who can warp to the station faster.....

This equals:
3 units of Arkonor pr. cycle = 1500 points 12 units of Gneiss pr. cycle = 1200 points 625 units of Veldspar pr. cycle = 625 points
EDIT: If you fly the all-time favorite Bantam frigate you would get:
7 units of Arkonor pr. cycle = 3500 points 25 units of Gneiss pr. cycle = 2500 points 1250 units of Veldspar pr. cycle = 1250 points

Will there be a Concord presence in the tournament area?
IE: If I fit out a Thorax with a speed fit + med T1 smarties and my smarty hits a roid, do I get Concordokkened?
I would hope not, it would be horribly Un-fun to have a PVP tournament decided by NPC's.

I think this is a great idea. It allows for so many layers of stratagy, in that your fighting over a resource. It opens up huge possibilities in running interferance, theft, or even flat out denial of resources.
Who knows, if it works maybe the next Alliance Tourny can be more than a simple shoot em up. Something like this, but less of the mining :p (Maybe area control like in FW? )

It depends, have you reached a level of spiritual transcendence that will allow you to project your physical self to Reykjavik? If so, then you could play without actually being at fanfest :)
But seriously, yep, the tourney is run at fanfest on a special server, so you do have to be there to play.
