The Navy Osprey looks quite spiffy, compared to the ordinary Caracal. It isn't obviously better, having one launcher hardpoint less, but it gets some nice bonuses.
How does it function in actual play, either mission running or ratting?
And is its existence even legitimate? IIRC the Navy Caracal got another launcher hardpoint with the latest patch, so if you have the ISK to buy a Navy Caracal, would you ever have any reason to buy a Navy Ospey instead? Does the Navy Osprey serve a purpose?

Essentially, irrelevant. Not everyone tries to "power level" up to L4 agents and there is more than one way to make an ISK legitimately while doing something else.
To the matter at hand, I'm under the impression that the Navy Osprey was intended for a more PvP oriented role in Faction Warfare in EVE, probably by tooling about with a speed and agility augmentative fitting - all the while hammering away with HAMLs or HMLs on targets. Or something like that, anyway.
The Navy Caracal perhaps being more oriented to AMLs in a PvE role - picking off small NPCs and battering down medium NPCs with concentrated light missile fire.
At the end of the day, I'd advise one to buy either vessel, try it out (carefully) and sell it on again if one doesn't like it all that much or finds something better.

Unless there's a typo only one of the naval osprey's bonuses applies to assault launchers so I'd recommend against using them on it.
As for its speed-oriented role, it current has an increased mass on Singularity. 10.7m kg mass compared to the current 9.5m kg on Tranquility at the moment. I don't know how that will impact its performace versus other ships, some like the ishkur getting a mass decrease (884k kg reduction) and some like the vagabond getting an increase (1.5m kg increase), but it might reduce the ship's overall ability.
Frankly, CCP should leve the new navy ships alone because they should've introduced them in a way as to be already balanced with the upcoming changes. Modifying them this soon after release is pretty stupid and reeks of one hand not knowing what the other is doing. ____________________
