Autocannons were never dominant, and artillery was only good until the HP boost patch. The weapons haven't changed, the game has changed around them. You haven't been around long enough to remember multispec ECM and nos tempests, minmatar were "trick" ships.

Guess it goes to show how much attention people pay to the tempest thread and the others, lol. The evolution from tricky to crappy has been explained numerous times . Basically, it's as Astro said, but as the tricks have disappeared, Matar are left with subclass tanks and damage, relatively meaningless alpha post hp boost, and all we get for it is capless (which is a benefit, but a relatively minor one). The weapons haven't changed, but the tricks have, and that's the problem. It adds up to they need something boosting them.

If it's not anything to do with Amarr - Lyria opposes all the ideas and say 'overpowered'. If it's to do with Amarr fixes - then Lyria says 'thats ok!!'.. Thats how we balance...
