I actually bought one tonight for no reason other than that I was bored and it's a very pretty ship.
Fitted it out quite nicely, but yeah, it could use either one more turret slot or better yet one more launcher. 2/2 turret/launcher plus the drones would be nice and it'd be a very balanced little ship. ------------- My salsa makes all the pretty girls want to dance and take off their underpants. The Arb is a tier 2 cruiser as is the Celestis. The celestis just has more punch. 3 guns, 2 launchers vs 2 guns , 1 launcher. Dunno bout the Bellicose, looks cool but never trained for Minmater cruisers.

In my hanger I have for equiping it 2 Miner 2s 1 small smart bomb named 1 Large Missile Launcher 2 Focused Modal Medium Laser Is 10 mwd drive 1 cap recharger 5 overdrives 5 cargo expanders 4 400mmm tungsten plate 1 Medium Automated Carapace Restoration
and 8 ogres allows me to do any agent mission easy and is cheaper fully loaded out with named gear than a thorax full of empty slots
I let you guys work out what load out is for what mission the thing is nearly industructable as for firepower use the drones geeze the small lasers are only to strip a bit of sheilding and tick of npc pirates

Nope. Vexor and Arbitrator are tier 2, Thorax is tier 3, and there are no tier 4 cruisers in game that I'm currently aware of.
At least, from what I've seen from CCP's comments, it's 1, 2, and 3 for cruisers.

I'm not talking about the skill requirements. I'm talking about the actual class these are in. The tier 3 cruisers would be Caracal, Vexor, Stabber, and Omen, due to their increased hitpoints, capacitor, and sensor strength. Not to mention they require more minerals to build. The Vexor is better than the arbitrator, but also the celestis.
I could say the same about frigates. Would you say that a Griffin would be in the same class as, say, a heron? They both require caldari frigate two, yet the Griffin is far better and thus is on a higher tier.

IMO the Arbitrator is the prototype of a drone carrier. Few turrets, good tanking possibilities, large drone bay 
Another Launcher slot, more armor and some kind of drone bonus might work wonders tho ^^

the arbie was the first cruiser i REALLY wanted, it looked amazing and no one had them, but alas, when i first bought one i found out that i couldnt find a nice setup.. and worst of all it looked like a rusty relic of the amarr race.
but i do think it's got it's place in fleet manouveres.. i just dont know what as yet.

I had a chance to pick one up cheap (about the time this thread started), so I did.
I've been using it for L3 kill missions.
Haven't taken on any of the "big" spawns yet, but it certainly deals with 50-60k spawns easily.
