for a carebear who wishes to amend her ways and create an amarr laser pilot for pew pew what is the suggested roll to quickly get into this endeavour?
key words, Amarr/PVP/Laser Pew Pew

Khanid Cyberknight has the best attributes from memory.
Amarr Amarr has a good set too though and you get a hood 
Once you have a char with your learnings done, just get to work on engineering/mechanic and gunnery skills. It takes a bit of training to become really effective but you can have a lot of fun with frigs/cruisers on the way.
Exactly what to train depends on what ships you really want to fly but a good progression of ships might be punisher-arbitrator-harbinger-armageddon then get set into TII ships.

Confirming that arbitrators are awesome and hoods are awesome.

and is probably what you should make if you want to do alot of pewpew.
(I think Ni-Kunni have better attributies than Amarr/amarr, so it ll be khanid/cyberknight > Ni-kunni/boarder runners > Amarr/amarr, for any pvp characters you want to make that are amarr (dont let pretty protraits trick you into bad attributies and hoods on your character protraits are overrated))

You should be aware though that attributes are not that important, because you will be training wide variety of skills for effective pvp and not just pewpew. If you have some basic knowledge of how combat works and leave charisma for some other characters you will realize that the rest of the attributes are almost equally important. Some more than others yes, but generally a few points difference doesn't matter much and it all evens out in the end.

dont ballance them out,.. every point in mem/will/chr is a waste when you can do int/per that are so much more usefull.
just go make your khanid cyberknight with +3per +2int and enjoy the insane ship/gunnery training times you ll have.
dont worry about will/mem/chr, just up your learning skills before investing heavly in skills that could make use of those. (you ll regreat putting extra points in will or chr, instead of int or per, if your makeing a pvp character so dont do that)

sorry if this is a dumb question, but are Amarr good for PvP? I thought that they were generally considered pretty crap? (i ask as i'm going to create a pvp char and am trying to decide which race to train in, initially)

Amarr pretty much own the midrange-longrange in terms of damage, and have the best armor tank in the game so... well you make up your own minde (their big slow hulks, but... for blob warfare thats not such a bad thing).
their FOTM and about to get a boost? with the speed nerf.
as long as you dont train for minmatars ships (i really do think their worse off than the other races ships BS classes) then id say your fine.

so if i currently only have about a month in training minmitar and fly T2 autocannon rifter, would it be better for me to crosstrain the amarr ships and gunnery skills?

depends on if you think the small differnces between races matters, and if you like cross training every 6month-2years time to a new race. Some people do the FOTM thingy and switch around (so their always playing a race thats "above" the rest in some fashion), some train all 4 to become nerf proof, some stick with one and really specialise so they do their best with that.
the days of the nanos are at their end probably for most ship classes, depending on how the upcomeing speed changes are. (if that was why you trained minmatar then maybe, blob warfare it doesnt matter if your useing a hybrid turret or a artiliery too much)

Amarr got a slight boost with some global damage resistance changes. EM/Therm damage now mean something.
Also, some changes to fitting mentality have made the Amarr shine recently, but still are quite cap-hungry. Amarr only shine when you have the proper cap recharge, capacity, and cap use reducing skills at 4-5. -

Oh yes, they do indeed.
Do note that when I first started my cross-training journey from Caldari to Amarr, Amarr were that stupid un-shiny rock among gems, jewels, and bright stones.
CCP took that unshiny stone and chipped away the excess stone, gravel, and dust, and took it to town with a polisher.
Now, its a fricking 28karat diamond -
