Well I'm not from CCP but really anyone who has a modicrum of business and financial sense should already have figured it out but heres a go at an explanation for a layman on the outside.
Ghost training was an unintended feature. This means that at the time they realized the bug was there but chose at that time to leave it in as nobody really (ab)used it. However with the emergence of thousands of capitol alts in training the amount of people utilizing this unintended feature started to be a serious unbalancing issue as literally thousands of capitol alts were being trained for free on inactive accounts. Past lost profits for ccp this would also greatly increase the rate at which capitols could be fielded as any largish corp or alliance could easily fund scores of capitol alts with minimal funds invested. So now an unintended feature becomes an intended policy change to get moar profits and stop the metagamers from abusing yet another hole in the game mechanics.

You know complaining a corporation changed a long standing policy to increase profits is like complaining that someone is using up your air. It's their main reason for existing, of course they are going to do it.
I don't get this "evil money hungry corporation" concept. If I own stock in a company, I damn well expect them to exploit every (quasi-)legal source of income they can.

According to the broken english you type in, I believe either English isn't your first language, or your grasp of it is rather limited.
Regardless, you're not comprehending the meaning of the text correctly. The text in no way makes out it was planned, it merely stated fact so that all players were on the same page, and could all equally use this unintended feature if they chose to do so.
