After everything that has already been mentioned on the drawing boards or in development has been implemented or looked at and discarded what is the one new feature you'd most like EVE to bring to the table.
and no lag doesn't count 
This is of course if you assume EVE will still be going strong in 5 years and you'll still be playing then. Which I do 
For me: Custom invention , think SPORE creature creator and a long an intricate success fail process + expensive as hell ,to create a new and unique ship BPO (would take 6-12 months to complete in game, and require a range of activities)
(long time required so devs have plenty of time to filter out all the flying ***** ships to the auto fail que

To continue to cater to players such as myself that want to have substantial risk in a game... I love knowing that if I fly my (nonexistent, heh) faction-fit BS through Stain, I stand a good chance of losing months and months of work if I don't know what I'm doing.

I would like a "Mr. Worf, RAMMING SPEED!" - option.
For example:
Pods 10 damage, shuttles 15 damage, all frigates 50 damage, all cruisers 500 damage, all battleships 1000 damage, and lets not make it an option for caps just because.
Let's make this damage be all types (like the damage that those toxic gas clouds do in that one mission).
Those damages are just out of the blue. You could probably take the average mineral cost of the t1 variants of each ship class. Now take the damage of stealth bomber bombs and divide it by isk for making those bombs, take this number and apply this damage to the ships as according to their average t1 ship class cost.
Now someone take what I tried to say and translate it, so the idea is easier to understand, cause I don't think I said it quite correctly.

Information warfare, IE, the ability to scramble the comunications of your faction, and your enemy.
Horribly unrealistic, but if this got pulled off, EvE would be AMAZING. You could in theory gank that solo titan with no response.

Just put me in charge of every game design decision, but don't require me to actually put forth any time or effort into the actual implementation of said decisions in-game... YOU'RE FIRED IF YOU SCREW UP. The players don't have to worry about balance issues or whatever because anyone who complains IS BANNED. TWICE.

More environmental damage.
I want whole systems that eat rookie ships for breakfast just from constant damage ((meteors, gas, radiation, gravimetric shear, just something you have to tank just to fly around in it (good place for npc pirates and the like))- not just in plexes.
I want to see a black hole with a billboard 60au from it that says "If you warp near that black hole, you will die." At which point I will proceed to warp to it and die. I would be very pleased.
Be fun to mine ice from a fast moving comet (I think they thought about implementing this).
Stars should do damage, be cool to warp your battleship there to tank the star and have it kill any nano ships that tried to follow you in, and especially toast any ceptors/dictors which might try to tackle you there.
There should be some solar systems with so much gas/dust that you can't see a darn thing, just a dim glow from the sun. A system like this would automatically lower your sensor range, lock range, scan range, and sensor strength; to rediculously low levels. Part of this wish is already in the game in the form of several module effects.

(barring the drone's ships and polaris ships)
- should be obtainable and flyable. I don't care if they suck, I just want to fly all those cool npc frigates (like those concord ones).

I want to get into a fight where it's possible for my ship to lose control, get wrestled down, and have space marine to space marine combat for pink slips biyatch!
The risk is that you could lose your ship to the person being boarded. Some crazy in game, game, something that would tie in a kind of space pirates mixed with trained skills.

Hm, to take this in a direction that might be remotely possible with EVE.
As it stands, there is really almost no reason to eject from your ship whilst loosing a battle, you will get smart bombed, lagged out, or otherwise killed somehow.
I propose that pods actively ejecting from ship go automatically into "Emergency Warp", as if you had lost connection. Pods performing this maneuver are immune to everything and come out of warp 1 mil km away. This way there is still a remote chance that someone can board the ship, the ejectee might save his expensive implants, and thereby effectively gives us a reason to use the eject feature.

Make it faction based, as in if you commit illegal acts in Caldari space you only lose standing with the Caldari State and related organisations. So you could pirate it up in, say, Gallente space and still be able to enter Caldari (and Amarr presumably) highsec systems.
This would mean a number of related changes (for the purposes of the examples, the player is at -10 to Gallente Federation and neutral to the Caldari State).
1. Concord exist purely as a retributive measure against aggressive acts in highsec systems. 2. It is the faction police/navies and them ALONE that attack a player in system providing he does not perform an aggressive act. 3. Sentry guns are owned by the faction whose territory they are placed in. If you engage someone the sentries regard as neutral or friendly, the sentries will engage you. If you engage someone the sentries are unfriendly to, the sentries will remain idle. This, in effect, would replace the general 'outlaw' status of pilots with regards to sentry aggression with one more in line with the new system. 4. A player entering a hostile highsec system is no longer at such extreme risk of being instantly destroyed. They can move about highsec with far greater ability providing they can survive the faction navies and the fact they other players will be able to engage them (since the navies and sentries see the player as an enemy, anyone engaging that player will remain safe from them and Concorde). 5. Players in a system hostile to them will be flashy red, as an indicator that they are fair game to other players and so that they still look awesome on the overview. 6. Faction navies and security forces should be powerful, but should not use e-war on the target. They should take considerable firepower to destroy and be able to put out good firepower of their own. A small, fast player should be able to use his speed and agility to evade them and a slow, heavily armoured player should still be able to tank/outfight them until he is able to warp off. Provided in both cases of course, that another player doesn't get involved and scram the criminal! Of course, doing so allows the criminal to shoot him without Concorde intervention but hey! He has sentry guns and faction navy ships assisting!
tl/dr version:

More 'covert ops' electronics. E.g., ability to display a custom signature to the overview even though a quick visual inspection of your ship would identify it.
I'd love to fly something ganky into a small gatecamp while showing "Iteron V" as the ship ID.

This is the first justification I've seen for charisma as a combat-related primary skill. Combat marine training, leadership, etc.
Would dovetail nicely with planetary flight and stuffs.
