There is no recon that can turn a fight in the way a falcon can. Hell even if your a 4 man nano gang a rapier won't scare the **** out of you like a falcon does to any type of gang.
It's just people believing it's their "uber skillz" that makes them win those engagements end not the fact that their falcon might just be ridiculous

of all ewar and other force multipliers the falcon is the only one that will make any gang think "oh crap"
i think there are 2 points why there is so much arguing bout falcons
1. idiots who think it's due to their uber skillz they win and not due to their falcon alts
2. That falcon and ecm are very fine in large fleet fights. It's a nice game mechanics to have a fleet standoff of let's say 50 vs 50 and ecm boats shutting of the enemy gangs key ships. Thats imo one of the points why the falcon is not nerfed yet. While it makes small scale pvp a joke it's very fine and valid in fleet fights

i've just looked through your bs/bc losses and it shows by some strange luck you have never been on the recieving end of a falcon. So i suppose you just shut the hell up for you have not the slightest experience in how to deal with falcons

Would you be willing to lose the weapon bonus, make web ability chance based and have racial variants of webs (ie to have a reasonable chance of webbing you need the correct racial webber); further in the interest of balance you will also have to devote your low slots (at least 3 of them) to improve your web 'strength'?
considering that when using the ecm numbers u would almost certainly web everything smaller than a bc having a rapier with 150km and more would be just megauber and the few ridiculous drawbacks ur pointing here would not hurt at all.
ah and yes. ecm is only chancebased when the sensor strenght of the ship is higher than the jamming strenght. for most ships in eve that's lower and therefor not chance based at all.

so if u are a rp minmatar corp and at war with a falcon owning corp ur ****ed for a single falcon will take a hac gang of 6 out of the fight. "chance based" with the chance of beeing jammed every single cycle at 100%
