To put this in simple terms, these skills cost a hell of a lot more but train quickly. Example: Battleship skill T1 trains in 5 days, T2 skill trains in 2-2.5. The realistic point of this is that people with the money to buy enhanced learning should learn it quicker or get better results. The better results skill would be you get 7% increase in something instead of 5%. If the T1 is already trained, you can train the T2 book and get the extra 2%. Think of T2 as the IVY league of the bunch, its better.
For all of those whose sole defense is that it will ruin EVE and it is not the sole spirit of the game, find another defense. EVE is based on real-life principles and this should be reflected as such. Whoever has the money has the power.

So you want advanced skills that train faster then normal skills.
You are aware that the current game mechanics makes each increase in bonuses harder and harder to get?
This is a complete opposite from the current way it works and I fail to read from your post why the system should do a complete 180 turn and how old players should be compensated for their 'wasted' time in advanced skill training.
Increased Isk cost, yeah I Guess. but at that you could just basicly buy sp from CCP with Isk instead? it would only benifit those that already have a benifit (wealth) leaving all others further behind.

Those who have the skills already had as much as the same opportunity as the newer players. It could be considered that they have taken the T1 way. The extra skill levels would increase in time but the T2 skill strand would train faster than the T1 book.
As I said, the people with the money have the power. This is the better learning that only the rich can afford. Thats the point.
If you don't like the decreased learning time then take the small bonus route.

to me it would just increase the benefit to having a macro miner..
Also would create an even bigger rich / poor divide as those with real money in RL, would simply buy GTCS and sell for isk, or worse still use one of those isk selling sites...
But the basic idea is a good one, but dont you already have a way to decrease training time? by use of both learning skills and buying implants??

CCP already stated that they really really really regrets putting learning skills and you want them to back up on 5 years of them saying no?

I don't think he's talking about advanced skills which stack with the regulars and train faster. I think he's talking about you can buy, say, caldari battleship tech 1 skill, which is what it is currently, or caldari battleship tech 2 skill, which costs 10x as much as caldari BS t1, but only has 80% of the skill points, so it trains faster.
It sounds reasonable to me, and it'd be a good way to make new characters get to a basic level of competence faster. No reason it even needs to be released for all skills- start off only offering it for something like faction frigate/crusiers, engineering, electronics, cap skills, shield operation/management, and hull upgrades. Certainly no one can object to letting noobs be able to get a decent fit sooner...?

I say no for a few reasons.
1. In the last 2 years, starting characters have already received a massive boost in starting sp.
2. You can already turn isk into faster training through the purchase/use of implants.
3. From an RP perspective, the knowledge is fed into the brain through the pod interface. The limiting factor in this is how fast the brain itself can be reprogrammed with the new information (as evidence by it's basis on attributes). I fail to see how the book could alter this rate, unless it was actually doing less reprogramming, which would mean less knowledge being trained. This SHOULD result in poorer performance on the skill, which would be FAR too difficult to implement, and frankly, wouldn't have much of a point.
4. I feel faster training would actually hurt starting characters, as it would lead to them getting into ships that they aren't really ready for, much the same way you see the incredibly stupid acts of some of the noobs who purchase farmed characters. It is better to get your lumps in the noob ships and frigs than to get them in BC's and BS...

I wouldnt mind if the simply boosted everyones attributes by 12, and removed the Learning skills.
Long as I get to place the almost 6 million skillpoints from Learning, somewhere else.
