At the moment you can get an idea of how fair a fight will be by the amount of people in local. As soon as you remove local, all pirate corps will camp stations with 20+ waiting for war targets to undock. WhatÆs even worse is that you cant undock because you donÆt know that they not there. Gate camping will remain the same only now you donÆt now if its 20 or 120 hostiles in local and your scout is useless if they have a safe spot outside your scan range.

Agree, but if you are in a small corp you are at a disadvantage. Also, keep in mind that your suggestion takes out most tactics out of the equation and replaces it with pure dum luck just to catch a ratting Ravan.

No matter what tools you use, there has to be a way for people to tell that there is danger. Local, scan or any other method or you might as well role a D6 to decide if your ship lives or dies prior to undocking. As such, it does not matter what process you replace local with it must do the same job to be useful. So whatÆs the point?

It's called effective recon and intel.
By effective, you mean that type that tells you how many hostiles in current system and surrounding systems?
How exactly do you propose in collecting that info short of sitting 23/7 at every gate, station, and POS and counting incoming and outgoing traffic? And if there was a tool to assist you in this, wont it also get used by ratters to the same effect as local?
