Quick question here, I am thinking of opening a portal and sending a transport through. What is the range of the jump portal generator? I assume it connects to a covert cyno. Is capacitor the only fuel usage on the side of the black ops battleship?

It requires liquid ozone, I think. I've got one fitted but haven't used it yet. Fuel used is related to the mass of the ship you're sending. Blackops portals are not cost effective, and unless you've moving something terribly valuable, you might want to try scouting. 
Range is related to ships' jump range, methinks.

Its hard to figure out from the ships attributes. All I can see is that the covert cyno module uses 50 ozone and the jump portal generator uses 100 cap.

The portal uses racial isotopes, I believe its around 42 per kg per ly or something equally rediculous. The portal connects to a Cyno/Covert Cyno -------------------------- NOTR *nsfw* |

To light a cyno you will need Liquid Ozone. To reduce the liquid ozone needed for each cyno you light, you just need to train the related skill up. (But the cost for the LO are really low)
Your Black-Ops will need racial isotopes. Every race needs different isotopes for their jump-drives. (for example "Helium" for Amarr/Redeemer)
How much isotopes you need depends on:
- how far you will jump exactly (the skill "Jump Drive Callibration" increases distance) - your "Jump Fuel Conversation" skill (should be trained at least to level 4)
If you not only jump the Black-Ops itself but also want to use it as a bridge, you need fuel for every ship which jumps through. How much fuel you need for them depends on the mass of each ship and again the distance you jump them.
Use the Jumpplannner to get the distance in LY and the fuel cost for the Black Ops itself. Use this nice site or this Excel-Sheet to see how much fuel you need for any other ship, which can jump through. (Source)

hm guess not =/ Its only 2 weeks away, but that range is crap and the usage is almost as much as my carrier for a much sorter trip.

2 lightyears I think is the maximum, and you can at best jump a few cruiser sized recons and yourself through before you run out of fuel. On a side note, this is one reason why you never ever fit plates to recon ships. ...but on a serious note, more people should have some type of spacer in their sigs to show it's not part of the post.
