In theory the EU could prevent a given company from trading within its borders or fine them. In practice this would be very difficult I imagine, especially for an electronic service provider.
I assume that most companies simply prefer to comply with legislation in whatever area they trade in. There may even be a degree of cooperation between countries. It's in the interest of all trading partners to work together so they might help enforce each other's rules. -- (Battle hardened miner)
