This is one case where I think they should be awarded to everyone on character creation, and retroactively to those who don't already have them.
The answer's simple - don't tell them that. It's STUPID advice anyway - the learning skills pay off over time, and newbies' time is better spent at first on useful things - like gunnery and support skills. Learning can be done in-0between more useful things, on missions, overnight...
Congratulations - you're one of the nubs that's perpetuating this "EvE Myth". So's anyone else that thinks that accumulating SP is the quickest fashion possible is the way to go.
A nub with 30 million SP is still a nub, and can be taken out by soemone smart with 3 mill SP. Brains count for more in EvE than all the SP you can possibly have.

The problem with learning skills is that they are too effective.
Too effective means you can't miss them in the long run, not effective enough means they are missed completely.
They would have to be in the soft squishy middleground to be an "optional boost".
Game design wise that is. |

Im one of those internet weirdos.
I only have one account, i only want one account, because i think alts are icky. But i like making different characters, different races and such, for immersion reasons 0_0 (i don't RP, i only immerse!).
I have enough money to get skillbooks and implants and such for the characters im training up (remember any character im training is my 'main' because i only do it on one accont) from the money ive made on my various characters over the years, but not enough to just go out and buy characters with years of training already on them.
Im sort of like a professional newbie.
Obviously this is not an 'efficient' way to play.
But see the thing with me, i don't decide what to do by whats most efficient, but i do strive to do what ive decided to do in the most efficient way.
That means sitting through learning skills, over and over and over.
And the thing is i know that its probable im going to have to do it again, in the future. And i just dont like that ;_; Because theres always somthing i dont like about my characters after a while, maybe a trained mining to level 2 when i dont want mining level 2. Maybe their name starts bothering me, maybe they gained standing with an agent somehow they dont want to have show up on their info.
If learning skills did not exist i would have so much fun! I would roll so many new characters~
