To be honest i think that a timer makin u hostile is pretty fair tho it could do with bein only if u actually destroy a ship, somethin less harsh.. and get rid of some of the lower sec sentries like it used to be back in the day

The timer thing is retarded. Low sec is not nearly dangerous enough. Of course mineral wise it's not very rewarding for miners either.
Seriously CCP make low sec more rewarding to miners but more dangerous as well.

a) Holding ships for ransom and running the risk that one of those 'carebears' might have claws. That is a good comprimize. It would feel a lot better to wait 15 minutes after you actually killed a ship then having to wait all the time when your pray actually got away. I was out hunting the other night and had to suffer 6 "cool downs" but only killed 2 ships. 6x15=90 minutes. That's a full movie lenght I had to sit there and watch the clock tick. If you feel that pirates should be nerfed then there has to be another way then that. A -5 sec stat pirate is already at a huge disadvantage and can be shot anywhere and if anyone tries to help him they get killed aswell. I personally feel that this is enough punishment but if the developers don't then I urge them to find a better solution then bore us to death.

You misunderstood this post. I almost did the same and had actually written a reply just like yours. Then I read the post again. What he means is not that your ship gets instantly blown up when you kill a miner. He means that sentry guns don't shoot you if you get flagged for a simple combat aggression but they do if you get flagged for killing a ship.
At least that's what I think he means. If he means what you think he means then it's a very stupid idea.

I want to encourage both category a pirating and more risky 'carebearing' (if that isnt a contradiction in terms ).
Some examples always help ..
1) Category a pirate warps in, locks and scrambles and demands a bounty. 'Carebear' pays up and goes on their way. No criminal flagging. 2) Category a pirate warps in, locks and scrambles and demands a bounty. 'Carebear' smacks in local and refuses to pay. Result = biomass and pirate is flagged for 15. 3) Category b pirate warps in and pods without any discussion. Result = biomass, some smack and pirate is flagged for 15.
This opens up some interesting mechanics as well. Pirates would have to be choosy about prey as someone who wont pay will either get away or get you criminal flagged, pirate has to decide whether that is worth it. 'Carebears' will be forced to pay attention once again as category a pirating will continue to be profitable and viable.
Encourage player interaction via positive reinforcements. Pirate feels good at holding a ship up and making some isk, 'carebear' gets an adrenaline rush to relieve the tedium of mining. Discourage negative consequence ie griefing someone.
