As far as I'm aware that would be breaking the law in China and if they were caught there would be severe repercussions.

We're going to give those folks a free handout.

I don't mind admitting I am wrong when there is proof, but that's also changed my perception of the game.

I was under the impression China itself enforced the rules about gaming servers, in the same way that the Chinese localisation of google (so I am lead to believe) has some sort of censoring or vetting system so that certain sites are "unavailable". Capitalism itself is an economic system, as used by all four empires in EVE. The Amarr Empire is an example of an Absolute Monarchy, where the government is controlled by one person, in this case Jamyl Sarum (or her manipulators). The Minmatar Republic is (funnily enough, given the name) a republic, which is not quite a democracy. The government still bows to the will of the people, but the government is not elected democratically. The Gallente Federation is a democracy. All four Empires have economic systems that are capitalistic: capital is owned by individuals or corporations, and everyone (except slaves) owns their own labour and has the right to sell their labour to whoever they want. How China's policies relating to Internet addiction will affect the scale of ISK farming in EVE online is beyond my ken. I expect it will have no effect at all.
