This really needs to be given more clarity. I've copied the patch notes in for reference:
Quote: New characters are now able to redistribute their attribute points at will any time after character creation (Twice for free). This option is available on the Character SheetĘs Attributes screen. Pilots pick their character attributes in a way that supports their expected gameplay. With Attribute Respecification, players will be able to change their core attributes (charisma, intelligence, memory, perception, willpower) within the game. Older characters can now redistribute their attribute points once every six months.
As I read this, new players will be able to redistribute their attributes at any time, twice for free and then for a fee (though it doesn't mention whether this is ISK or otherwise) whereas older characters (what's defined as "older"? Anything created before this is released?) get to do it every six months with no mention of any cost involved.
Given that 6 months is about what it takes to get some capital skills trained up nicely, I have serious concerns over this feature. |

You can only move the points you were able to set during building your character, i.e. your base stats cant be changed. ^

Yeah, just train six months of Int/Mem support/ewar skills, then respec to Perc/Will and sort out Spac Command and Gunnery/Missiles. Laughably exploitable.

the way it currently works on sisi:
you can reduce every stat down to minimum of 5 base points thereby creating free points which you can assign into other stats up to a maximum of 15 base points (base points means the number before learning skills and implants are added, these work independently from this)
question is: will achuras or other bloodlines with charisma below 5 be forced to assign at least 5 points into charisma if they do this? that would be quite funny :P (and fair)

You guys are thinking like robots, most people WON'T want to train specific skills like that for 6 months. Yeah sure maybe the 4 years olds, but most people under two years will want to train across all areas. So take this as a balance to all your whinging that the skill queue ain't long enough at 24 hours.

Three and a half years ago, EVE's utter crap character creation screen didn't warn me about the dangers of Charisma.
I have 14 BASE charisma, what kind of reimbursement do I get? In addition, I've got over 6million in drones and I started with 4 base memory! ----------------- Friends Forever |

Read again. New characters get it free twice, existing characters get it once every six months, first free by the looks of it.

relax, existing chars can also do it, once every 6 months
you just cant get any attribute below 5 base points or above 15 base points with it (but that seems to be the case for new chars as well, they start with balanced attributes)
existing attributes that already exceed those limits seem to be able to stay that way if you dont touch them in the reassign process
so in your special case Mr. gimped 14 base charisma you can reassign 9 points from that to other attributes, feel free to wire me ISK on TQ for these good news btw ;)

anything that speeds up training in this game will keep newer players.
I'm not going to complain I've got over 40 million sp the hard way, I'm ****ing set. new players can have thier shiny.

Meh. Even I have 18.7 charisma, 25 isn't that bad. Now, the guys with 30+ charisma -- that's pain.
Let me be the first to whine about this as an Achura nerf. Now every bloodline can get decent stats. Yet male Achura will remain forever disfigured.
On a more serious note, this does seem to homogenize and blandify all the races and bloodlines in eve. I'm not sure I like it. Now the most effeminate Gallente can be as bloodthirsty as the most savage Brutor every six months. And likewise, the most sloping foreheaded neanderthal Brutor can be as brainy as the nerdliest Intaki long enough to train support skills.

Frankly, the whole attribute system is stupid. When I started, like most people, I had no idea what each attribute meant. So I created a stupid character. After playing and reading for a few days, I realised that my attributes were stupid and created a new character. And made another mess accidentally. So I made another specced in INT and PERC - hence the stupid name. 
The point is that the entire system of attributes is stupid and serves only to **** off new players who don't understand what they're doing, or to allow people who do know what they're doing to create min-max type characters. Would it really be so bad if the entire idea of attributes varying with race/bloodline was scrapped? Just have flat attrbutes that can be altered by learning skills/implants as you see fit?

My main's memory base is 4 also, and I have very high end drone skills. OH THE HORROR. I'd gladly take 1-2 from Charisma and maybe 1 from Perception to dump on memory...I still have level V drone skills to finish, as well as some engineering/Electronics stuff to do.
Also, I find this amusing as you could rebalance your attributes to really speed up the adv learning skill to V training time if you prioritize them right. I actually made up a training plan in EVEmon for doing exactly that when I saw the screenshot today. Help me move to Iceland!

I think that this is a fantastic idea. I started Eve 12 months ago and had no clue of the impact of your attributes on training. ItĘs only now that I've decided my career path after trying a bit of everything. The only problem is that my main couldnĘt be setup any worse from an attribute standpoint to pursue my career choice. This will allow me to rebalance and save me significant time. Wish I'd known about this before starting a fresh PVP account 2 months ago with PVP orientated attributes.
But yes, as Gypsio III says, this is a bit of an exploit. One rebalance per character might be a better option. It would give people a chance to correct a poorly built character.

Since loads of people have characters with stupid attribute distribution because they didn't know what they were doing, it makes perfect sense to allow a one-off respec - or to just bin the whole idea of variable base attributes.
It's the ability to do it every six months that just seems silly...

This is not my experience on Sisi.
I can indeed min/max my attributes with no regard to my race, ancestry and school.
There is a minimum (5) and maximum (15) to how much an attribute can go though. These numbers are before implants and Learning skills are taken into consideration.

i gave my self a lot of charisma because i thought that it made people like you more but i found out that wasnt true the way i thought

I either did it wrong or somethign, cause I couldn't change my stats untill I brought my base charisma up to 5. It gave me a message that one of my attributes is too low and my clone will not survive if I plug it in this way. Now i can't go back to retest it, i got a timer for 6 months, but I think archuras with 3 charisma will have to bring up to 5. ___________________________________________________________________________________________________________

Honestly, allowing 1 every 6mo's is crap, it'd really kill the meaning of the attributes, races, and bloodlines, since everyone will just refangle their attributes when they want to train a different area.
Allow one per year after the newbies two free ones. This will enable some modification and allow those of us who started years ago with little information to correct past mistakes w/o cheapening the entire established system. ----------------- Friends Forever |

What this foxy momma wrote I agree with. It aint worth it for me to screw with the points on any of my three characters. One at 37 million SP, one at 42 million SP, and one at 41 million SP.
They can have their friggen shinny. But I can say "I walked to school, in 5 feet of snow, up hill, both ways. And I'll pod you if I feel like it and you'll thank me for it! Friggen newb!".

Just went through the new character creation on sisi.
All new characters now effectively start of with 5 points in each attribute and a pool of 14 points to distribute as they please. (The points are actually equally distributed among all five stats, cha getting 3 and others getting 4. Players will need their free respec to initially spec their chars.)
Also, new chars only get ~60k sp (basic ship and fittings to 3), but are compensated with a 100% training speed bonus to 1.6m sp. So yes, all new chars are completely homogenized.

This respec doesn't change anything, new characters wont get into their titans before older characters, unless the older characters are Luddites and refuse to respec! |

confirming this now that I tried it, tbh it is only fair, nobody forces fotm achuras to respec their attributes, if they (and others) would be allowed to keep their low attributes at 3 then the base limit would need to be 3 for all races but that would lead to more extreme specs, imho this is a good thing
not too happy with the complete elimination of bloodline/race importance other then for looks but well, I guess it is a business decision to make the entry easier and to avoid frustration for new players that "gimped" their chars
but to be fair when I created my first char years ago I did some research in guides and forums and created a decent (although not perfect by todays standard) character, if new players cant put that effort in then they should suffer for it, welcome to eve |

Which means that new players can actually follow the standard advice: pick a character that you like the looks/background of, balance attributes and do whatever you want from there. There is no longer a pretense that you were going to do otherwise.

I have tons of Memory for some reason, and now I have to put 2 of the points into charisma instead of willpowah? Lame....

Its quite easy, Copy the contents of your eve directory to a new folder name that folder 'EvE Test Server' So you know what it is, make a short cut of the eve.exe file in your test directory and then right click the shortcut and select properties. In the target line add > /server:87.237.38.50< after the text thats already in the line. Like this: >"C:\Program Files\CCP\EVE Test Server\eve.exe" /server:87.237.38.50<.... "><" Minus the arrows of course..
Then try to run it using the short cut and it will ask you to download the update and then once thats installed you can access SISI.. And buy any Item on the market at a seeded station for 100 isk, and have loads of laggy fun doing crap you would never dream of doing on TQ.

In a way I agree, but it'll be nice to see more people picking races and bloodlines because they actually like them instead of because that race/bloodline offers the "optimal" attribute distribution for whatever career like most people seem to do now (example: Achura).
Unlike many players, I picked my race and bloodline based purely on the culture, lore, and what I wanted to role-play. I didn't really know what the attributes did before I made my character. It'll be nice to able to tweak my attributes a little, most likely to balance them a little better. |

So how does this work with alts on existing accounts? I have an alt on my primary account. He is sitting with way less than 1.6 million SP. What happens if I biomass him, and March 10th, re-roll him.
Do I get the 1.6 million SP headstart, or does this apply only to new accounts?

New characters - you don't start with 1.6 mil sp, but you get a boost until you reach that amount. (That's how I read it anyway...) |

you won't need to biomass him. he just will have double sp gain untill that level.
it's like the last change form 50,000 to 800,000, anyone under got boosted. |

This is most disappointing. There I am, charisma 31, looking back at almost 6 years of handicapped learning, always waiting, hoping for a reason, any reason, that would make this my choice mean something. Yeah, we got a couple trade and diplomacy skills to pick up a little quicker. But now, even if they add something charmisma was really good for, everyone can just just switch their attributes around and have the same benefits as I do.  Choices should have consequences. They are a good thing. If you let us come back now, 6 years later, you cheapen our chices and the consequences we've suffered. Not only attibutes, even races become meaningless, which as laudably egalitarian, but takes away a lot of the little diversity EVE offers. In short, I don't think the benefits of this change in any way balance the losses it entails. Moreso, if you - as too often by far - include this gameplay driven change without offering a solid game world explanation for it (which I admit would be quite a feat to pull off). :(
