ok finally figured it out. So note for any others that run this mission. You GET the NOH Signal Operators in your hanger and you have to PUT them in the broadcast tower in the mission. The wording in the mission text was a bit vague about that.

We use a passive NH for main tank with a logi-Domi for logistics and DPS when needed. Then we run a 3rd DPS battleship (CNR, Tachy Abaddon, Pulse Apoc etc) to complement the others. Works well.
