Firstly, unless you know for a fact it's the Gfx Card, don't assume that it is. Stop the PC rebooting on error so you can note down what the error is. Go to, Control Panel --> System --> Advanced --> Start up and Recovery, Untick reboot...

There nmight be files left over from the original Graphics Card installation, run a utility such as NFR, (Nasty File Remover) to completely remove the old drivers and re-install the new ones.

If you overvolt your CPU ensure that your cooling solution can handled the increased thermal output that this will cause. One slight (It's called VCore) change wont set your PC on fire, but if your heatsink and fan combo can't cool a toasty hot C...
