ARGB is 32bit, with 8 bits per channel. I've never heard of 10bits per color with 2bit alpha, where are you seeing this? Also, you got a screenshot? Have you tried repair.exe?

I noticed it as well, it started happening with the latest 200mb patch which added new planet graphics to the system I'm at. Its a pretty severe fps drop during loading, so I guess its an issue with the caching of assets.
