Yes Shield and Armor repairer are a good thing to use, that keep you tanking longer while the drones do their work. Dont try to do both Shield and Armor on the same ship, which is better depend of your race and ship, for example Gallente BC Brutix...

Not all NPC ship give you salvage at this time, some factions do and some dont. Rogue drones dont give salvage either. But PC ship do give salvage.

For level 3, i would suggest a battlecruiser, if you have good armor repair skill, you'll do very well with a Brutix.

What setup you need depend of what you'll use the Vexor for, will it be mission running, hunting rats, PvPing. But smartbomb and drones dont mix well.
