Try the cloaky set. Operating in a small corp stealth is sometimes more valuable than firepower. At least make sure you're capable of it. (cov-ops, recon, br, stealth bombers, tengu etc...) Figure the Tengu is like 2-3 times as expensive as a T2...

One of the reasons is the role bonuses. Basically they were trying to make "alpha" ships with high impulse damage but medium DPS. Basically they are geared to be the equivalent of 6 weapons on the dps scale but with the shock of 8 weapons hitting....

The more traditional way to make a Cyclone tank is to use a medium booster but have a shield boost amplifier. Then you can use the core defense capacitor safeguard rigs to make the tank cap stable.
