My advice? ditch the jammers. Using Thorium Ammo my range is sitting around 25km with mods and skills. This gives me around 50 damage per shot, maxes over 100 and minumums around 20. Grab tactical analysis if you want more range (puts me over 30km...

Whoa! Not true. If the sec rating is above -5.0 and you attack them, bounty or not, you will get a sec rating hit and potentially be attacked. See the thread here http://oldforums.eveonline.com/?a=topic&threadID=18520 for clarification
