It's a completely justifiable attempt to make highsec les profitable and to get a little bit of fun out what is supposed to be a pvp game. You are never supposed to be safe in Eve, but you are damn near invulnerable in highsec without gankers/bait...

I've heard similiar suggestions across the board, but I have yet to see this particular idea posted so what the crap, I may as well suggest it. In Khali we're getting all sorts of contracts, but Khali is also supposed to fix a lot of the problems...
