Missile Bombardment and missile projection should sort you out a little... but if it is proper range you want... missiles are the way to go... they also lead on to heavies etc too, so the skill tree is a lot more extensive... imo rockets are a lit...

The 'third' agent is most likely a storyline one... even if you find him/her, they will not be active. Run 16 L1 missions and you will be sent this agent. In the meantime, use any agent you like... find agents using the map -> display settings...
