Change it a bit. Make it into missile or drone boat or change few stats to make it stronger than harbinger at some area. Identical stats with Proph and Harb: speed, agility, low slots, sensor strength, scan resolution, targting range, max targets...

Conflagration means uncontrolled burning. Maybe they mixed up the damages 28em and 28thermal when it was supposed to be 8em and 48thermal. just guessing that way it eould have a use against high em resist target. are there any?
