Maybe something is wrong with your internal system code/hardware and of course load is not exactly the same, I have yet to find one that has respawned. Seems pritty consistant to me.

Thay are balanced each has its benefits and drawbacks. If by balanced you mean equal then no they are not and nor should they be. For instance plates slow a ship down, do shield extenders?

You could simply just have a bounty applied to the clone the player is in at the time of setting up a bounty the player placing the bounty would not know what kind of implants you had it would all be down to chance.
