About factories & labs. Are the rent costs a one-time cost, or are they periodic (i.e. once every month)? And generally, where's a good place to rent factories/labs? High traffic/low traffic systems?

I'm having problems getting my mining drone to work. I've targeted an asteroid, released the drone, and set to mine repeatedly. The Drone status changes to (mine), but all he does is orbit around my ship, no mining. Anyone have this problem before?
