Leave the Helios alone, its a fantastic ship for certain uses, if you want a covops with 3 high slots use one of the other 3, its not like its that much training time get a racial frigate to 5..

They already have Hyperions with web bonuses, they are just more expensive. Hyperion is fine as it is, it can either be an agile (for a bs)shield ship or a monster but slow armor tanker. The only problem with the Hyperion is hybrids.
