For me the hp/sec is not an issue since my cap runs dry long before my sheilds are gone so with an XL or an L it really makes no differnece since cap is where the weakness is.. if your sheild die before your cap then the XL is a better choice for ...

for pve dominix is a good choice. For pvp big ships low skill points and no cash = unhappy fighter. pvp in frigates that you can aford to loose becaue in eve you will die and even the best die often enough. You will have more fun, be more useful...
