I believe the aggression counter lasts 15 minutes since last shot is fired. If you had aggression message warning enabled you could have just fired on him and tested why he was all red and blinky.

I have always assumed it is GMT or EVE time. The reason is that when you go to change your time zone setting in your account this expiration time does not change. So whether i specify that I am EST or BST player that time always stays same.
