I would tank the raven, it will still dish out good firepower with 6 cruise launchers and 1-2 bcu's. I guess for the tempest, 1400mm along with tracking mods and damage mods. maybe a mild tank for safety?

drop the target painters and nosferatu. fit some large hybrid weapons and a cap booster if you can. try light tech II drones for killing frigs. works fine in my nightmare along with a 14km web and 4 cruise launchers.

5% medium energy turret damage and 5% missile rate of fire and a 3/3 turret/bay layout is what I'd like to see. it would give the ship a good base damage output I think, but not too much room for gank setups since it's more of a tanker then a gank...

the best damage to use against them is EM and thermal would be the second best. they do mostly EM dmg along with Thermal... some true sansha officers use kinetic missiles.
