basically you have those outer regions kind of out of play and can play them directly from the out of play are they are in when you pay their isk cost during your management phase. you dont have to draw them you just always have access to them..

ok the idea here is that 'milling' your opponents deck to dney them of resources isnt something that is viable or usually controllable. basically you can mill my deck all you want but for all you know you milled bad cards and allowed me to draw in...
