What CA should really do is trim the fat, get rid of some dead weight, axe the miners, put them on the KOS list. Unless the mining corps are actually physically providing battleships. I don't know. Does it also apply to refining NPC loot? If not, wont the corps youre trying to tax just move to chaining npcs, selling the commander loot, and refining the basic mods to build with? Does it take a council vote to buy someone a ship with the minerals? Does the tax apply everywhere, or only to minerals mined in Curse claimed territory? Is there anyone monitoring these corps to make sure theyre complying?

I don't really think anyone wants your advice tbh. How long did UNICOR last? I think you set a record for futility.
