... what would EVE online look like?
I suspect that all the newer players would immediatly join EVE Uni, or a similar organisation. The mission runners & industrialists would be forced to form corps and arrange security patrols.
So far so good.
However, alliances might begin claiming low/high sec in the same way as they informally claim certain NPC 0.0 systems, something which could cause problems for newer players trying to get into the game.

Aside from that high note, the rest of the symphony would be a cacophony of catastrophe and woe.
Oh, it would be fun for the hard core PvP'ers for a while.
Until they had to start mining their own minerals so they can manufacture their own ammunition, because no one else will do it, or if they will, the prices are so high no one will pay them.
My guess would be that within 6 - 9 months enough people will have quit the game that CCP would have to shut it down.
But people call me a pessimist and a cynic.

You're operating under the assumption that the reason they haven't done this already is because they aren't forced to. Did it ever occur to you that maybe they reason they haven't done this is because they don't want to?
As for the new players joining EVE-UNI, that's great. Assuming they don't quit within two hours because they can't even undock to complete the tutorials. --Vel

CCP would go out of business. There are far more carebears than anyone else in the game as best I've been able to tell.

If they don't because they are not forced to, that does mean that they do not want to.

I suppose the fact that people can leave EVE before they become addicted is a problem. Maybe give them 3 month's immunity to get them hooked?

The massive tide of low skilled/young char's who suddenly try to pvp will kill most of empire long before anyone in it notices the 'stronger players'. Just my opinion though.

The game would be much more likely to survive if every system was like high sec, rather than if every system was like null sec.

For a game like Eve online which is governed by string, arbitrarily imposed rules.. the game whould crumble with the consequences labeled above. If Eve started without the concept of highsec, it whould still be going strong, just in a way that current Eve players cannot envision playing. I believe that a system in which players enforce their own rules or has the possibility to bend rules at their peril is a better way to deal with protection then anything else.

Where do you think the majority of minerals for making your shiny toys come from? Where do you think isk and the minerals for making your shiny toys will come from if concord was eliminated?
Not to mention that a lot of ppl dont want to play your lowsec lets bang our ships together griefing game. Deal with that fact. STOP WHINING AND DEAL WITH IT

They not only took the day off, but every char had maxed skills and the markets were superseeded with ships and mods.
Man I would love to see one of those again.

This is posted this in C&P. Not in the Game Dev Forum, not in the Ideas & Suggestions Forum, and certainly not in the CSM Forum. So please do not accuse me of such rubbish - I'm not asking anyone to "nerf hisec".
I was discussing the nature of piracy on another thread and said something about concord's laws not defining the meaning of piracy. That got me thinking about what a GAME like EVE would look like if there were no Concord, if everywhere were effectively 0.0 space.
Anyway ...
A lot of people who live in low sec and null sec do travel to hi sec for buying ships and equipment. One consequence of such a no-security world could be that we would be forced to have more local markets because long distance travel would be far more dangerous for everyone.

It alredy hapened
CONCORD got busy for a short time and hell brake loose. Minmatar invaded Amarr space and Caldari invaded Gallente space.
I can't imagine what would hapen if they got busy for a long time
