Low quality agent + short mission (or still statistically not very well analysed) I'd presume.

It might be worthwile to ad a few more level 4 agents than there are on tranquility now, although as of yet unavailable. Because at the moment everyone and his grandmother has high enough standings to gain access to a level 4. So those few agents will be very heavily used which could result in more bugs ect... (like for example the 3 level3 agents in rens brutor station) (if a lot more level 4s are available on shiva test-server, then forget my ramblings)

I just thought incorrectly that there actually weren't any InterBus agents out there because interbus didn't have any stations, but you live and learn... I just doublechecked. They should be live and kicking. Hopefully they even work...
