God, if you're that worried about being able to kill people in hi-sec without CONCORD tearing you a new hole (lol @ people who don't like concord) then you should just quit this game. Player corps aren't 'required' and they shouldn't be.

Player corps aren't required. What is it about this tax, that makes player corps a requirement? Does it stop you from flying missions? Are your weapons less powerfull? Maybe you don't understand how this tax works and think your resists will be dropping by 11% or your trading income will be affected?
The only effect is, that NPC corps tax their members just like all corps. It makes sense, fits the roleplaying side and removes one of the unfair advantages of being in a NPC corp, so it will remove this particular reason to avoid player corps.

Being in a NPC corp isn't unfair, but rewarding people with lower taxes for it is. Like all fairness it is about proper balancing. It makes player corps look less attractive for certain types of players, for no benefit for the game. There are no positive reason to keeping the tax at 0% in NPC corps and it has a small negative effect on players thinking about joining player corps. From my perspective a 10% tax would bring it in line with most player corps and remove the advantage and bring things to a balance. The extra 1% is there to make player corps look more attractive compared to NPC corps.
Better yet this tax will not force anyone to do anything differently. It doesn't change any of the gameplay, so it is more like a balancing change then anything else. In the worst case scenario your income might drop from 20mil/hour to around 18mil/hour. It won't actually even be that much, if you consider LP and salvage.

The only reason I see that people should stay in an NPC corp would be if their own corp/members constantly get decced and they want to avoid their members getting shot 24/7.
Beyond that player corps have much more to offer. ------------------------ Low-sec is like sailing along the coast of Somalia...

Overall its a meh issue
you pay 11% of mission/ratting income to the npc cort to get Wardec imunity
Vs giveing it to some clueless **** who thinks selling ships for less than the mineral value = profit(aka the typical Player corp leader) and who gets war decked at least once a month.
or you can join the faction war corp (hey your going to get shot at anyway might as well at least be able to set up your scanner so you can exclude thoes who will not be shooting at you becaus there in the same faction)
Or you can join the usualy mindnumbingly boreing mess that is 0.0 currently so you can tune out the various leaders and FC almost non stop whining on the coms about what sucks more, Sov or WoW tards or Console tards or his or her (yes her) total lack of sex life.(she knows who she is)
honestly 11% tax on mission/rat income is a cheep price to pay to avoid the last one.
