First, posting chat logs on the forums are against the rules. IBTL/censoring.
Second, CVA is an alliance which operates in the Providence region. They operate on a "NRDS" policy, which means "Not Red, Don't Shoot". You apparently destroyed a ship in Providence which was blue/neutral to CVA, which is against their "NRDS", policy. As such, they are demanding that you pay back the ISK that was lost in that engagement, or else you will be set to "red", which will make you KOS - Kill On Sight.
This means if you do not pay back the ISK, CVA will attack you on sight. Which in turn means that it will be very unlikely that you will survive any of their gate camps unless you are in a cloaky,sneaky ship like a cov ops or recon.

So, what's the different between a white square and a red cross. Both of them are ships to shoot, right? So why the moaning about losing a ship. And, I just looked up what a buzzard was. Its amazing I was even able to catch it with a punisher and kill it. He should have cloaked or something when he saw me, yes?

A white square is piloted by another player, and it really irks them off when their internet spaceship monies get blown up. A red cross is an NPC - Non-player character which is controlled by the server which is an inanimate object incapable of caring or emotion.
EDIT: Extra credit! Try shooting a white square in Jita, and see what happens that is different from when you shoot a red cross! Bonus points if you use a faction fit battleship!

No. Providence for all intents an purposes could be considered empire space where CVA plays CONCORD when it comes to people shooting eachother. don't shoot anyone and they won't have to hurt you.

Providence is a region of EVE systems located in in the middle of the ``south'' of New Eden. This region borders empire space. It is currently under the control of an alliance called CVA.
It sounds like CVA follow a ``Not Red, Don't Shoot'' policy - that is to say that CVA and all law-abiding citizens of CVA's systems will not engage pilots who have not shown any aggressive tendencies towards them. As somebody who is white to CVA, you would be free to roam about their space and rat/mine/whatever (presumably; I don't know the specifics of their rules).
However, CVA is accusing you of firing upon a law abiding citizen in their space without provocation. They are trying to be understanding (not everybody knows their rules) and giving you an opportunity to pay for the damage you caused.
The alternative is being added to their Kill-on-Sight list. That means you will no longer be welcome in CVA's territory - the systems in Providence - and CVA/their allies/law abiding citizens of Providence will destroy your ships and pod you if they find you, whereas they normally would not.

Being on CVA's kill on sight list will only make you kill on sight to CVA itself and their allies. Ironically, since CVA is probably the only NRDS alliance in the game right now, you are also KOS to every other alliance in the game, since they all operate on a NBSI policy (Not Blue, Shoot It - this means that unless they have given you high standings, they will shoot you).

I mean first of all, how do you get out of the station in a ship without being concorded? Second, how do you not die along the way? And third, how do you manage to tackle and kill a covert ops?

Actually, this is an easy answer. I was told when in Amarr that if the numbers at the top left tof the screen said 0.0, I can shoot everything that flies without any problems. So, I was curious, and went out to see if this was true. Apparently, it was, until the sudden whining I received. I'm kinda dissappointed to learn that you can't just shoot whatever you want.

Just because the majority of people in eve are "vetrans" doesn't mean they all are.
To be honest, The CVA rep in that conversation is an ass. If that is one of hist duties to CVA to contact new hostiles and read them the riot act, then that person SERIOUSLY needs to have more patience, as i'm sure quite a few of the people they send those commanding letters to really don't understand what they're asking.
To the OP, if you are new, CVA Space is where a lot of the "pirates" go to fight other people. Because CVA space is "carebear" space(Meaning they don't "Normlally" engage in the larger scale pvp in 0.0, they are a natural target for anyone looking for easy kills. They have a sweet response time most of the time, so you can be sure to get good fights there.
To be honest, being KOS to CVA and their renters really isn't a big deal, as the only reason NON CVA members have for going into CVA space is to attack them, being red isn't a big deal. If it becomes too much of a problem to you as a solo pvper, then move to another region of space.

Well obviously its just a troll, what I think makes the troll obvious in this thread is her pretending to not understand why people would be ****ed when she blows them up. But feeding trolls is fun. So.
Yes you CAN shoot anything you like in null-sec, according to the game mechanic, but CVA, the ruling alliance in Providence, has set up a safe zone, where everyone who isn't an enemy of the CVA or one of their allies is welcome. Shooting neutral pilots in there (Which is what you did!) gets you branded a criminal by CVA. So if you go there again they'll happily take revenge.

Ok, so, just to reiterate. Most Alliances work on an NBSI, which is Not Blue, Shoot It? Some do NRDS, which is, Not Red, Don't Shoot. And still others could care less and just shoot everything. Then there's the "If you are Red, its probably not that big a deal. Just keep roaming around." WHite boxes are actually other players, red crosses are NPC's that anyone can shoot without reprisal. 0.0 space is owned by CVA, and they hate it when people come in and shoot them or their allies. Did I get all this right?

White box was just sitting there. So, I turned on my afterburner and went after him. Locked him, got close enough to use my warp scrambler, then kept shooting until the ship exploded. I mean, how else would you kill another ship? I can read how modules work on the ship ya know.
