In all seriousness, WIS is likely Development Hell. With CCPs main issue being the fact they have touted this as in development for some years now. Because of this time lapse, whatever they produce will never live up to the hype/hope imagined. CCP should have either shutup or done something quicker.
I say this with the best will in the world, but I think a lot of EVE players think WIS is a great big joke. Because it's been in development for so long, people have high expectations. The other side of the coin is that, because it's been in development for so long, people have high expectations. CCP have not reached a point yet where they feel they would be able to meet them.
Hence, WIS Forever.

I will settle for me to play flash games in the IGB. Then when I'm playing spinning games I can play Asteroids or Doom via IGB. That's like PVP, mining, and WIS all rolled into one!

They've given the impression it would be released at different times before, only to hear later it was pushed back. That's happened at least twice, so i wouldn't hold your breath for 2010.

When Dust 514 is launched, they can add ambulation to EVE easily as both games use the same engine/core. .

Ambulation/WIS/Incarna was originally developed to only run DX10. When CCP realised that the EVE community had a fetish with using the oldest possible hardware things didn't work out as intended. I can't remember where the video/article is where they mention it but due to the the lack of DX10 adaptation they are now rewriting it to support DX9 as well.
Here is a blog that made the community cry blood as CCP tried to move things forward.

IIRC, Incarna is more of a third-person engine, custom-developed for use both in EVE and CCP/White Wolf's unofficially announced World of Darkness MMO. DUST 514, however, is built using a separate engine (I want to say a licensed Unreal engine, but I'm not entirely sure if that's correct).
