I think a failing on ccps fault is there are very few ISK drainers in the game. lose of a BS can add up but its off set if you mine for all the mins... There is WAY to much isk in the game right now. Mega corps should have billions but,it seems like everyone has a bill of isk to throw around these days.
People whined for better insurance, people whined for safer travel and so on... All removing most of the money sinks!

What is with insurance anyway if you go out un or under protected and lose your ship that hefty bill will remind you to NOT do it again get a better armed ship or maybe pay someone to protect you.
And olso what kind of an insurance company is this charging a few hundred thousand and paying out millions every time it would quickly go bankrupt.

I've pirated for close to a year using battleships cruisers and big sticks.
During my time in Burn Eden we pirated using mostly battleships and so on as it was a good way to camp empire gates and make good fast kills against large targets like battleships (mainly becuase the first thing many did was log off and hope their ship disappeared in time). Things were going well but in a very short time you get drawn into fleet battles and so on and while they are fun they are not piracy and sooner or later that's all you end up doing.
Over the last couple of months or so I have been using just frigates and interceptors to pirate (basically fast moving parties of raiders) as this is how I thought piracy should be. No gate camping and no fleet wars, just straight up ambush and hunting.
While myself and some wingmen enjoyed some limited sucess there were also alot of real problems that ultimatly has made it a frustrating and tiring experience.
Local channel gives us away immediatly. While testing shiva it seemed piracy was going to get a small boost with a delay in the local channel before you show up unless you talk. I was looking forward to being able to get into a system and run some scans before I was detected. Sadly this never happened in empire or even in 0.0. - Just put a delay for when you appear in local. 5 minutes would make the difference (unless you talk of course)
Cruise and heavy missiles. Unlike the turret counter parts unless you are flying a frig that can go above a certain speed you are dead, no way around it (we tried using ew but it required quite a few ppl in the hunting pack each time to make it work). - Ok there are alot of ideas on how to fix this and the devs have some plans I know, I only hope they get it right an fix it rather than fux it.
Hunting in 0.0. There is no element of stealth in 0.0 what so ever. In empire space you can somtimes enter local (when the system is busy) and not get noticed giving you the time you need to track somone down. In 0.0 everyone checks everyone as soon as they enter local and either warp out or blob. Belt hunting is not possible like this unless the person is afk, overconfident or just plain stupid so 0.0 hunting becomes mainly a case of gate camping until a blob catches up to you. - Again, remove the map and local options and give us some element of stealth. Local chat should be a social tool not a tactical one.
15 minute timer. Yes I am going to go on about this too. I'm still trying to work out what the point of this timer is apart from to make people get bored of pirating and either quit eve or just give it up. - I think most would be happier with some 24 hour timer making them free target rather than being stuck at an safe spot for most of it.
Safe spot busting tools. This was another toy that I figured would make piracy alot more interesting. If your prey gets to an safe spot you still have a chance to track them down. Unfortunatly the tools are that much trouble to use and setup that half the time the time and cost just isn't worth it in pvp. For salvaging it's still pretty handy for those willing to comb the depths of low sec space for "abandoned" ships and so on. - Why not let players warp to a target if they get a ship on the 5 degrees scan and have some sort of analysis mod fitted. Detects the target, run the mod (cycle time of maybe 30 seconds) and then you are able to warp to it. Finding somthing on a 5 degree scan isnt easy and takes a little time but is largely based on the players skill with the scanner and not some skill that you just train up.
Sorry for going on but these are my main thoughts on why piracy is pretty much drifting towards bigger gate camps and ganks.

i like that, its why i bought the game. right now after just over a year of playing i have managed to complete one of the game case captions.
DEVELOP YOUR CHARACTER Design a face to frighten
the part where it says share the glory with no one terrorize the galaxy, be and do anything you want, and go at it alone, im finding it hard to do. right now ive let a freind use the game until i come back from me travels, hopefully with more skill points and isk ill be able to do somthing.

To my mind, the cleanest form of piracy is ambushing miners in lowsec at asteroid belts.
I was on a mining op when Corp 1 rolled up on us once, they took out a Raven and a couple other ships.
Didn't mind one bit, it was fun as hell (besides, it wasn't my Raven that got destroyed lol)
To me that makes the game fun.
I like corp wars, I like fleet battles, I like piracy in asteroid belts, I love all of it.
What I hate above everything else is warpgate camping, to me that's the only retarded part of the game, and I would stick turrets on every single warpgate in the game if I could.
People would still PvP, but it would be a better quality and for better reasons.
I mean there's absolutely NO reason why a PvP lover like me (and prolly you) couldn't have a corp war with a RP plot, like planned fleet battles every day.
But me ganking you at the gate (or vice versa) is just plain ghey.

It still forces you into 0.0 to battleship hunt for days on end to fix your sec rating, also you have to wait 20mins because we cannot "SEE" the criminal flagging anymore, making you hide longer because you cannot tell, at least before exodus you could launch a drone and see it flagged, now your totally unable to see it.

I think the problem with piracy is not so much the combat rules than the lack of trading. Maybe if each 0.0 region had a unique ressources needed to build t3 stuff or whatever. It has to be in 0.0 so that it is in unsecure space at a time, different in each region so that stuff does not just go out , but also in. In my opinion the problem is not so much to make it harder or easier to gank ships, but to have people spend more than 0.1% of their time hauling something that is worth being pirated.

MMM, Yea unfortunatly i like to keep a semi good sec rating... around -1.0 to -0.5 so i try to stay out of 0.4-0.1, but lately with no empire wars, i got bored... and went miner and rat hunter killing, but nothing good... just only one cap 2 for a -0.8 gain on my security.
