OP has given no information on which video card he uses and fails pretty hard at trolling. However, I am going to download the 10.8 drivers and install them myself to test.
Edit: a quick read reveals that OP definitely doesn't have a 58xx card, because that's what the 10.8's are for. Apparently the .ini file hints at the upcoming 6xxx's and could be the first beta driver for them. I recommend everyone with a 4xxx or even 5700 to stick to the 10.5a ones or one that's stable, if you hadn't figured it out for yourself already.
Wow, could you fail much harder? Already stated what cards I use, and the relevant info, including pictures... Funny looking 5850 shaped card with cooler in my case. Guess I must be dreaming? Just... WOW. Stupidity at its finest. ---

only have problems with dual boxing lag spike every 30 sec from 180fps down to 20 fps

Downgraded back to 10.7a and no more problem. It's a 4870, tried with default settings.

My system with a 5850 stopped doing it this morning, not sure why (system wasn't even rebooted since I use it to BOINC). System with 4870 still doing it. ---

Clean install of Windows 7 Pro 64 Bit, with fresh 10.8 drivers this week. Graphics: ATi HD-4870X2 Running 2 clients on multiple monitors (2x Dell 2408WFP) at 1920x1200 each in windowed mode, with evemon relocator.
The display looks fine, however when the mouse is moved at all, over either of the clients, that window freezes up momentarily. The mouse pointer also disappears whenever it is in motion (making it very difficult to used it).
Being a clean install, it had no previous driver versions on the system, therefore running a driver sweep will not help your issue.
I have played around with several driver and eve settings, but have as yet been unable to resolve the problem

Running two computers, one with nvidia and one with ATI, both sets of drivers cause an equal amount of headaches. So zeba needs to compare more as i own both and they are both as bad at each other at times.
Also both of them leave remnants behind when you uninstall them.
AMD Phenom II at 4ghz 4 gigs ddr3 XFX 5770 gpu
Horrible problems, lock ups, i reverted for now and all is fine in the world.
Multi monitor especially seems to **** bricks with the new drivers.

It's the multiple monitors that are causing it. Disable the secondary one and it'll work perfectly. ---

If you're running 2 clients make sure the second client is set to use the other monitor in your graphics settings in EVE, otherwise performance will tank as soon as the second client is put on the second monitor still thinking the first one is it's parent.

ATI 5830, 10.8 drivers (not clean upgraded, I didn't uninstall the old ones first. No need since pre-9 catalyst drivers)
No flickers. No FPS drop. No cursor issues. Two monitors. Client is in windowed mode, fullscreened by EVEMon.

I don't know anymore what my driver's version is. I don't care. I know it works well unless I set it up to force anti aliasing. If I do that many objects - especially asteroids - will have a flickering white corona that makes one's eyes bleed. It's a 4870 btw.

Had the same issue in another game this morning (flickering mouse, poor frame rate), disabled hardware acceleration on the mouse - issues disappeared :)

I was playing eve sunday night and my client crashed followed by a windows crash to a blue screen caused by a display driver conflict
ever since then the PC will only boot in safe mode OR will boot fine in regular mode if i disable the graphics card, an ati radeon hd 4600 something. Tried updating the drivers, tried rolling back the drivers, etc, and its still totally non-functional
pc works 100% fine with the drivers removed though. so obviously there is some problem with ati beyond just ati+eve. i've seen many many people on other sites complaining about this so i don't think its isolated to just the eve community or just in someone's imagination
my current best idea is to just install a completely new card and see how that goes

No issue besides the same old issue since the last like 10 driver releases but CCP does not seem to bother and neither does ATI. When using two 5770s some character portraits simply get rendered black even after deleting all chache. ___

5970 on 10.8 appears to run fine. Alternate Frame Rendering still seemingly supported and GPU usage in the 95-99% range in game (normal, with vsynch off). Tested on single screen.

ATI has the worse driver update software ever and they even recognise it by having an official driver cleaner proggy they recommend you use for every single update.
Don't use it though because it sucks too(it uninstalls everything ati related and still misses some reg entries) so make sure to use a nice third party driver and reg cleaner. I would list them but I went back to nvidia and don't have those issues anymore.
Jeeze.
The last Ati card I had was some five years ago, and the catalyst drivers sucked real hard. Now it is 5 years later, and all I hear everywhere is that Ati still does not do good drivers.
I do not get that company. Hardware can only be as good as its drivers. Currently Ati has real good hardware, so I would love to get a top of the line one. But meh with the drivers nobody seems to love.

My system demonstrated this problem on a 4650 using twin samsung p2050 monitors both on DVI cable. This problem dod not occur when one of the monitors was disabled.

FYI, this is the only major issue I've had with ATI drivers in the last year and a half, maybe even two years. Not sure where all this rubbish ATI driver support crap comes from. Especially since NVidia killed their cards not too long ago with a driver update, and then broke PhysX support on a lot of their cards, and then they broke a ton of OpenGL extensions...
Nowadays, both parties have drivers in the same quality margin. ---

Aye, disable the extended monitor and it solve the problem. If you put it back on, the problem comes back as well. So the problem is related to the extended monitor.

Ahhhhhhhhhhhhhhhhhhhhh!! I can't believe it took me 3 hours of google searching to find this post. Absolute crap performance just turned into silky smooth dual monitor joy!

While running eve with open fps monitor (strg + f) I got fps drops from 60 to 10-20 for mostly only a second. GFX Settings are all to high and in CCC (10.8) I set all to use app settings. With 10.7 I din't had this issue.

The issue seems to be with the dual monitor setup. When I disable my second monitor, EVE works fine, when I have it on, Flicker and low fps. All my other settings are at the defaults.

Best of luck contacting AMD to fix this. Not sure what the recent dissolving of the ATi branch is going to do for support and contact and dedication to customers but AMD has been seriously lacking in the hardware department lately in terms of quality and endurance.
